Dear Passengers,
To further control the spread of COVID-19, as from 20 May 2022, the Embassy of China in Belgium (hereinafter referred to as “the Embassy”) will adopt new testing and HDC QR code application requirements for China-bound foreign passengers.
Attention: This notice is for foreign passengers only. If you are a passenger with Chinese nationality, please read the Chinese version of this notice (http://be.china-embassy.gov.cn/chn/sghd/202205/t20220519_10688769.htm). Some of the following requirements may not apply to you.

(1) “48/12 hours before boarding” should be calculated on the planned departure time of a flight from Belgium; “48/12 hours before departing” should be calculated on the actual departure time from Belgium to a third country by land. The calculation shall be accurate to the minute. Any test taken earlier than the required time is not valid.
(2) Double RT-PCR tests mean tests at two different testing institutions or two tests using different reagents at one testing institution within 48 hours before boarding in/departing Belgium, and at least one of the tests must be sampled within 12 hours before boarding/departure.
(3) The testing report must contain: the testing method of RT-PCR, the sampling method of nasopharyngeal swab, the result (negative or positive), the sampling time (accurate to the minute), personal information (name, date of birth, passport number, etc.), and testing institution information (name, address, contact, signature or stamp, etc.)
2. Requirements for China-bound Passengers Departing from Belgium
When direct flights from Belgium to China are operating normally, China-bound passengers departing from Belgium must take the direct flights and shall not transit from a third country. Passengers departing from Belgium and transiting via a third country will not be able to obtain the HDC QR code from the Embassy.
If direct flights from Belgium to China are under suspension, China-bound passengers departing from Belgium can transit via a third country. Before departure, the passenger must obtain the HDC QR code issued by the Embassy. The Embassy issues the code only to passengers transiting once and whose transit time is no longer than three days.
3. Requirements for China-bound Passengers Departing from a Third Country and Transiting via Belgium.
China-bound passengers planning to depart from a third country cannot transit via Belgium if there are direct flights in the third country. As for whether there are direct flights or whether you can transit via Belgium, please refer to the Chinese embassy/consulate in the third country. For passengers with the HDC QR Code for transit issued by the Chinese embassy/consulate in their departing country, please follow the requirements to apply for the HDC QR code from the Embassy.
4.Additional Requirements for Passengers Previously Infected, Close Contacts or Passengers with Suspected Symptoms.
Passengers previously infected: passengers who were diagnosed as COVID-19 patients or whose PCR, IgM or IgN test result was positive (excluding those whose IgM or IgN test was positive due to vaccination).
Close contacts: passengers who have close contact with suspected cases or confirmed cases starting from 2 days before they develop symptoms, or passengers who have close contact with asymptomatic cases starting from 2 days before their sampling.
Passengers with suspected symptoms: passengers with symptoms such as fever, cough and diarrhea in the past 14 days, or passengers who have been denied boarding due to high body temperature and other suspected symptoms.
(1) For China-bound passengers departing from Belgium that fall into the aforementioned three categories, please follow the instructions.
A.Passengers previously infected
Step one: recovery confirmation. Please submit two negative RT-PCR tests issued by Belgian medical institutions. The sampling times shall be at least 24 hours apart, later than the time of your positive test, and within 72 hours of submission. Please send the materials needed to blslbjj@163.com. The Embassy will determine whether to approve by email.
Step two: quarantine and health monitoring. After being approved by the Embassy, please go under a 14-day self-quarantine and fill in the Personal Health Monitoring Form (see annex).
Step three: pre-boarding testing. After the 14-day self-quarantine, please take tests and apply for the HDC QR code following the instructions in Table II. When applying, please submit the Personal Health Monitoring Form and screenshot of the approving email.
B.Close contacts
Please go under a 14-day self-quarantine and fill in the Personal Health Monitoring Form as soon as possible after the date of the last close contact. Please take RT-PCR tests on the 1st, 4th and 7th day of quarantine. If all the results are negative, please apply for the HDC QR code following instructions in Table II. When applying, please submit the aforementioned test results and your Personal Health Monitoring Form. If you are tested positive during quarantine, please follow instructions for passengers previously infected.
C.Passengers with suspected symptoms
Please go under a 14-day quarantine and fill in the Personal Health Monitoring Form. Take RT-PCR tests on the 1st, 4th and 7th day of quarantine. If all the results are negative, you can apply for the HDC QR code. When applying, please submit the aforementioned test results and your Personal Health Monitoring Form. If you are tested positive during quarantine, please follow instructions for passengers previously infected.
(2) For China-bound passengers departing from a third country and transiting via Belgium that fall into the aforementioned three categories, please follow the requirements.
A. For passengers who are infected, become close contacts or develop suspected symptoms in the country of departure, please follow the instructions of the Chinese embassy/consulate there when applying for the HDC QR code. After obtaining the code, you can travel to Belgium for transit following instructions in Table III.
B. For passengers who are infected, become close contacts or develop suspected symptoms while transiting in Belgium, please return to your country of departure directly or after quarantine in accordance with COVID protocols in Belgium. You are recommended to report to the Chinese embassy/consulate there immediately after return and follow their instructions. After obtaining the HDC QR code again, please follow instructions in Table III when coming to Belgium and apply HDC QR code from the Embassy.
5. Testing Institutions
The Embassy does not designate institutions. You can choose any qualified institution in Belgium. It is learned that Belgian institutions such as Synlab, MCH and AML can perform such tests. Given the different appointment procedures, working hours and testing time of different institutions, please confirm beforehand all test-related details to avoid the risk of missing your flight.
