     根据海口、三亚、琼海疫情防控要求,为方便您在各环节顺利乘机,请您务必仔细阅读以下告示,并按照提示提前做好相应准备。

  

一、个人健康申报

  

1、如果您近期有发热(体温≥37.3°)、干咳等症状或者正在服用止咳药、退烧药请主动报告工作人员。如您的体温≥37.3°禁止登机。

 

2、请您务必如实申报健康状况,不得采用服降温、止咳药物等方式隐瞒发热、干咳等症状。

  

3、请您提前申领健康码(国家一体化政务服务平台防疫健康信息码或海南健康码),并在始发站及目的站主动向工作人员出示。(国家一体化政务服务平台防疫健康信息码、海南健康码和海南健康

  

4、如您的家庭成员无法使用手机扫二维码形式填报,可通过同行人员申请“海南健康码”中的“家人健康码”。

  

5、如您因客观原因无法填写电子版健康申明,请告知地面人员和乘务员,领取纸质版《个人健康申报表》填写,并自行携带下机,以备目的站人员检查。

 

二、个人旅居史情况

1、请您提前通过三大通信运营商平台查询近期旅行轨迹并截图留存,以备相关部门查验。

2、如您近期有境外、国内重点地区旅居史,请您提前知悉以下疫情管控政策,也请您如实告知工作人员。

 
  

1)赴海口航班:

  
                          

境外管控

1.入境人员需严格落实“14+7+7”健康管理措施,即入境后14天集中隔离医学观察,7天居家健康监测,7天自我健康监测。14天集中隔离期间,第1、7、13天开展核酸检测;7天居家健康监测期间,第2、7天开展核酸检测;7天自我健康监测期间,第7天开展核酸检测。

2.其他省份入境未满14天的境外旅居史人员禁止进入海口。

3. 对满14天且不满21天的入境来琼人员
1)需持有7天内核酸检测阴性证明和解除隔离证明,填写《海南省入境人员健康监测承诺》,并配合地面人员完善入境旅客信息采集。《承诺书》原件由旅客携带,并交给美兰机场查验人员。(重点为联系电话、来琼具体地址,没有住址的要写明所去的县市区)
2)入境不满21天来琼人员在航班落地后根据工作人员指引第一批次下机。落地后必须主动申报并配合当地疫情防控工作,如未主动申报或不配合工作造成疫情防控影响,自行承担相应法律责任。
3)入琼后,在海口或省内其他市县有固定居住地的旅客,相关单位将安排点对点专车运送并落实居家健康监测管理;对于没有固定居住地的旅客,由口岸所在城市为旅客确定位于本辖区的住所(指定健康服务点),并开展点对点居家健康监测管理。入境人员被管理期间不应更换住所,直至入境满21天。

4. 14天内有澳门地区旅居史人员
1)无境外其他国家/港台旅居史,也无国内中高风险地区的旅客填写《海南省入境人员健康监测承诺书》,凭7天内的核酸阴性证明通行;未持有核酸检测证明人员,抵琼后第一时间集中采样进行一次核酸检测,核酸检测结果未出前,集中等待结果,费用自理。
2)如有境外其他国家/港台旅居史,或有国内中高风险地区的旅客,按照相应管控政策执行。

  

境内风险地区管控

1.一类、二类地区管控要求(具体涉及地区详见附表)
1)14天内有风险地区旅居史人员,在入琼口岸集中隔离14天,并于第1天和第13天分别采样进行免费核酸检测。
2)隔离期满核酸检测阴性后,再进行7天的居家健康监测,结束时再进行一次核酸检测。一旦出现发热、咳嗽等症状及时就医,并主动告知医生近期的旅居史。
3)来琼前或到达后尽快且不超过12小时向乡镇(社区)或接待单位报备。

2.涉疫区管控措施(具体涉及地区详见附表)
1)14天内有涉疫区旅居史的旅客,持48小时内两次(间隔24小时)核酸检测阴性证明通行。
2)持有48小时一次核酸检测阴性证明的旅客,落地后在机场进行第2次核酸检测,请您做好个人防控,需居家健康管理并等待结果。
3)未持有核酸检测阴性证明的旅客,落地后在机场进行第1次核酸检测,请您做好个人防控,需居家健康管理并等待结果;同时,1天后请您前往采样点进行第2次核酸检测,做好居家健康管理并等待结果。
4)14天内有黑龙江省涉疫区旅居史的旅客(包括从其他非涉疫区前往海口),原则上需凭48小时内两次(间隔24小时)核酸检测阴性证明登机;不满足48小时内两次(间隔24小时)核酸检测阴性证明要求的旅客,抵琼后在机场进行核酸检测,集中等待结果。
5)来琼前或到达后尽快且不超过12小时向乡镇(社区)或接待单位报备。

备注

1. 如提供电子核酸检测证明,须有印章或者医师签名。
2. 核酸检测报告时间均指出报告时间至计划起飞时间。如核酸检测报告仅有日期,而未标明具体时间的,默认为当日零点。

境外管控

1.对于“入境未满14天”人员,建议旅客放弃行程。若旅客坚持成行,则落地后实施“14+7+7”健康管控措施,即14天医学隔离+7天集中医学健康观察(隔离)+7天医学健康观察。具体防疫管控要求请以三亚当地防疫管控单位通知为准。

2.对于“入境已满14天(含)未满21天(不含第21天)”人员,抵琼后继续集中医学健康观察(隔离)至满21天+7天医学健康观察。旅客需提前阅知《入境来琼人员个人防护告知书》,填写《海南省入境人员健康监测承诺》,并配合工作人员完善入境旅客信息采集。

3.旅客需主动告知是否有三亚(或海南省)固定住址:对于在三亚市(或海南省内)有固定住所的旅客,需签署承诺书,航司发放告知书。对于在三亚市(或海南省内)无固定住所的旅客,即在酒店居住人员,建议旅客放弃行程;若旅客坚持成行,则按照三亚防疫政策执行。具体防疫管控要求请以三亚当地防疫管控单位通知为准。

4.对于“入境已满21天(含)未满28天(不含第28天)”人员,请您非必要、不出门,同时前往三亚旅游的旅客不予成行。

5.澳门入关人员凭入关当日所持有效核酸检测证明及健康码正常通行。

  

境内风险地区管控

1.一类、二类地区管控要求(具体涉及地区详见附表)
14天内有一类、二类地区旅居史的人员不建议成行。如旅客坚持成行,落地后将实施“集中隔离14天+7天居家健康监测”管控措施,期间进行3次核酸检测,费用自理。

2.涉疫区旅居史管控要求(具体涉疫地区详见附表)
1)按照所属地级市为单位管控,具体地区为:新疆维吾尔自治区(伊犁哈萨克自治州)、内蒙古自治区(二连浩特市、额济纳旗)、陕西省(西安市)、甘肃省(兰州市、嘉峪关市、张掖市、敦煌市、酒泉市)、宁夏回族自治区(银川市、吴忠市)、湖南省(长沙市)、贵州省(遵义市)、河北省(邢台市)、北京市丰台区。
2)旅客需持有48小时内两次(间隔24小时)核酸检测阴性证明,方可登机。两次核酸检测阴性证明的具体要求为:第2次核酸检测阴性证明需在航班计划起飞时间前48小时内完成(以出报告时间为准);第1次核酸检测阴性证明需在第2次核酸检测阴性证明时间基础上往前48小时内完成(以采样时间为准),且两次核酸检测阴性证明时间(以采样时间为准)需间隔24小时。未满足条件者,禁止登机。
3)特殊情况:14天内有北京市旅居史但无北京市丰台区旅居史的旅客,签署承诺书并携带至三亚机场备查,可正常通行。
4) 经内蒙古自治区呼和浩特市、湖南省长沙市飞往三亚的航班,呼和浩特及长沙—三亚段所有旅客,到达三亚机场进行落地核酸检测。
5)当日经停涉疫区的旅客,未出涉疫区机场,逗留未超过24小时者,提供机票证明,可不需48小时内两次(间隔24小时)核酸检测阴性证明。中转或其他时间经停涉疫区(非当日航程)的旅客,按涉疫区旅居史人员管控,须持有48小时内两次(间隔24小时)核酸检测阴性证明。

备注

1. 48小时内两次核酸检测阴性证明:24小时间隔时间以采样时间为准,如报告上无采样时间,则以核酸报告上仅显示的时间为准。核酸检测报告上以时间为单位的,按时间算;以日期为单位的,按日期算。
2. 海南健康码或国家政务服务健康码需为绿码。

境外管控

1.入境人员严格落实“14+7+7”健康管理措施,即入境后14天集中隔离医学观察,7天居家健康监测,7天自我健康监测。14天集中隔离期间,第1、7、13天开展核酸检测;7天居家健康监测期间,第2、7天开展核酸检测;7天自我健康监测期间,第7天开展核酸检测。核酸检测每次均采集鼻咽拭子。对不具备居家健康监测(单人单间或家庭封闭管理“足不出户”)条件的,采取集中隔离医学观察措施。居家健康监测的,其家属第2、7天开展核酸检测。

2.对于“入境已满14天(含)未满28天”人员,需填写《海南省入境人员健康监测承诺》。

3.近14天内有澳门旅居史人员,且14天内无外国或其他境外地区旅居史,可凭绿色健康码和行程码及入境时7天内阴性核酸证明,抵琼后正常放行。

境内风险地区管控

1.一类、二类地区管控要求(具体涉及地区详见附表)
1)14天内有上述地区旅居史人员,在入琼口岸集中隔离14天,并于第1天和第13天分别采样进行免费核酸检测。
2)隔离期满核酸检测阴性后,再进行7天的居家健康监测,结束时再进行1次核酸检测。一旦出现发热、咳嗽等症状及时就医,并主动告知医生近期的旅居史。
3)未在风险地区滞留超过24小时以上,从其他地区到一类或二类地区转乘飞机、轮渡、火车等入琼人员,在到达目的地前,签署未有重点地区旅居史承诺书,抵琼后凭承诺书正常通行。

2. 涉疫区管理要求(具体地区详见附表)
1)按照所属地级市为单位管控,具体地区为:新疆维吾尔自治区(伊犁哈萨克自治州)、内蒙古自治区(二连浩特市、额济纳旗)、陕西省(西安市)、甘肃省(兰州市、嘉峪关市、张掖市、敦煌市、酒泉市)、宁夏回族自治区(银川市、吴忠市)、湖南省(长沙市)、贵州省(遵义市)、河北省(邢台市)、北京市丰台区。
2)14天内有涉疫地区旅居史人员,需持48小时内两次(间隔24小时)核酸检测阴性证明。未满足条件者,禁止登机。

备注

您好,鉴于当前国内中高风险地区不断增多,人员流动带来的疫防压力不断增大,航空器上存在人员交叉感染的风险,建议非必要请留在当地,避免出行风险。如确有急事来乌,将面临集中医学观察风险,会耽误您的行程,建议取消或推迟来乌行程。如您确定来乌鲁木齐,为方便您在各环节顺利乘机,请您务必仔细阅读以下告示,并提前做好相应准备。


一、乌市政策

体温≥37.3℃的旅客不予登机

扫健康码

微信搜索小程序“国家政务服务平台”,选择登陆--信息申报--获取防疫健康信息码。防疫健康码显示为“绿码”(未见异常)或“低风险”,可正常办理乘机手续。

如家庭成员无手机,可通过同行人员申请电子“家人健康码”。实在无法填写电子版健康申明的旅客,经航司审批同意,联系工作人员填写纸质版《进乌航班登记表》。

扫轨迹码

通过短信、扫行程码等形式获取三大手机运营商轨迹查询信息,并保存当日短信、当日截图(乘机当日截图有效)至少2天,以备相关部门查验。

移动:CXMYD 发送至10086,再依据回复短信输入身份证后4位;

联通:CXMYD#开户证件后4位至10010;

电信:CXMYD#身份证证件后4位至10001。

核酸检测报告

1.对有近14日内国内中高风险地区(乌市防疫发布为准,详见下方表格)旅居史人员,须持48小时内两次有效核酸阴性报告(两次核酸检测时间须间隔24小时)方可乘机,该要求常态开展。

2.还有部分地区近14日旅居史人员,乌市防疫要求48小时内1次有效核酸检测报告的,也在下方表格中更新。

3.核酸检测报告时间不超48小时指采样时间至计划起飞时间,如若核酸检测报告采样时间仅有日期,而未标明具体时间的,默认为采样为当日零点。如1月19日采样,未标注几时几分采样,默认时间为1月19日零点。

4.无核酸检测阴性报告、非有效核酸检测阴性报告、超过有效期的核酸检测阴性报告的旅客,将予以劝退,不予办理乘机手续。3岁及以下的婴儿儿童只需查验监护人的核酸报告。

一类重点管控旅客

下述旅客抵乌后将对本人和密切接触者进行集中医学观察,如机上座位不能满足与其它旅客3排间隔,将不能确保您能顺利成行。如机上座位可满足隔离要求,机上座位将安排在经济舱最后排,公务舱旅客需按降舱办理。谢谢您的理解和配合。

1.客舱中出现发热旅客(发热旅客为境外旅居史旅居史人员、有国内中高风险地区旅居史,是口岸来乌人员、健康码异常);

2.入境14天以内的境外(不含澳门)旅居史人员;

3.境外输入确诊病例及无症状感染者出院后未满14日集中隔离医学观察来乌的旅客;

4.卫健委推送的“密接名单”旅客;

5.针对乌鲁木齐防疫大数据名单中部分人员,落地乌市后进行筛查研判,对旅客本人及密切接触者医学观察14天。

注:密切接触者是指旅客的前后三排及本排旅客。如发热人员无境外旅居史、无国内中高风险地区旅居史、非既往确诊出院病例、非口岸来乌人员、健康码无异常,对本人实施集中医学观察。

近期有境外旅居史旅客

35天内有境外旅居史旅客,请提前根据下述要求做好行程安排,请携带解除医学观察证明、核酸检测报告,并主动提供给工作人员检查。其中抗体检测异常人员,抵乌后会送往国际医院排查。

1.入境14天以内的境外(不含澳门)旅居史人员(目标旅客),抵乌后对其本人和密切接触者实施进行集中医学观察;

2.境外输入确诊病例和无症状感染者出院后14天内来乌的旅客,抵乌后对本人实施集中医学观察;

3.入境15天(含)-28天(含)境外(不含澳门)旅居史人员,仅对本人进行集中医学观察;目的地非本市,从本市经停中转,不出机场候机厅的,准予中转通行;需在本市经停过夜的,本人转运至留观宾馆,次日点对点送往机场、车站,予以通行;

4.入境29天(含)-35天(含)境外(不含澳门)旅居史人员,目的地为本市的,本人临时集中管理,做核酸和双抗检测,无异常后通行;目的地非本市的,经停本市中转(24小时内),准予通行;

5. 澳门旅居史旅客如同时有其他境外旅居史人员按上述1-4执行;

6. 如系境外输入确诊病例及无症状感染者无排查时间限制。

国内重点地区近14日旅居史旅客

云南省德宏州旅居史

近14日内有相关地区旅居史的旅客,建议您暂缓出行,非必要不来乌(来疆)。确因特殊原因需来乌的,如健康码、行程轨迹码、体温检测、两次核酸检测阴性报告(采样时间至航班计划起飞时间48小时内)无异常,可办理乘机手续,并请提前知晓:
1.根据疫情防控工作需要,安排在客舱的最后排就坐,以现场工作人员安排为准,公务舱旅客无需降舱;
2.目的地是乌鲁木齐市的旅居史旅客抵乌后,移交轮值(责任)区县转运处置,本人集中医学观察14日;
3.如旅客有疆内中转行程,需实施集中医学观察后中转;如当日中转疆外行程允许中转,但也请提前了解所前往目的站的防疫政策,来乌后有可能被视为有乌鲁木齐市旅居史,中转其他城市可能面临对方城市拒绝接收而滞留乌鲁木齐的风险。
4.澳门特区旅居史旅客,需认真查验其旅居史行程,如旅客近14 日内只有澳门旅居史,按上述 1-3 政策执行;如旅客从境外经澳门中转来乌,存有其他境外旅居史,需严格按照境外旅居史要求处置。

重要提示:相关来乌返乌人员须持48小时内两次有效核酸阴性报告(两次核酸检测时间须间隔24小时)。

近14日内有相关地区旅居史的旅客,建议您暂缓出行,非必要不来乌。确因特殊原因需来乌的,如健康码、行程轨迹码、体温检测、两次核酸检测阴性报告(采样时间至航班计划起飞时间48小时内)无异常,可办理乘机手续,并请提前知晓:
1.根据疫情防控工作需要,安排在客舱的最后排就坐,以现场工作人员安排为准,公务舱旅客无需降舱;
2.对霍尔果斯市、霍城县、伊宁县、伊宁市旅居史人员落实集中隔离医学观察,不予中转疆内;
3.巩留县、新源县、昭苏县、特克斯县、尼勒克县、察布查尔锡伯自治县及兵团第四师旅居史人员,在临时集中管理点签订《健康申报承诺书》,详细登记个人信息,即采核酸后,自行返回社区(村),进行居家隔离。有中转行程的,即采核酸后,可疆内外中转通行;
5.仅途经伊犁州直(含兵团第四师)相关县、市人员,由区(县)根据其实际行程研判后确定管控措施;
6.奎屯市不再纳入筛查范围(也不需核酸报告);
7.注伊犁州共有4市8县:
伊宁市、奎屯市、霍尔果斯市、兵团农四师可克达拉市 伊宁县、霍城县、巩留县、新源县、昭苏县、特克斯县、尼勒克县、察布查尔锡伯自治县

重要提示:相关来乌返乌人员须持48小时内两次有效核酸阴性报告(两次核酸检测时间须间隔24小时)。

北京市旅居史

近14日内有北京市旅居史的旅客,建议您暂缓出行,非必要不来乌。确因特殊原因需来乌的,如健康码、行程轨迹码、体温检测、两次核酸检测阴性报告(采样时间至航班计划起飞时间48小时内)无异常,可办理乘机手续,并请提前知晓:

1.根据疫情防控工作需要,安排在客舱的最后排就坐,以现场工作人员安排为准,公务舱旅客无需降舱;

2.抵达乌鲁木齐机场由轮值(责任)区县落实临时集中管理,采集咽拭子检测核酸,并核查旅居史情况,该过程可能持续数小时。经防疫筛查:
1)如有北京市(丰台区)旅居史人员,需集中医学观察14日;

2)如排除以上列明区县旅居史人员,向防疫人员签署承诺书后,推送到社区,以社区安排为准。

3.防疫单位暂未发布中转旅客保障方案,请提前了解所前往目的站的防疫政策,来乌后有可能被视为有乌鲁木齐市旅居史,中转其他城市可能面临对方城市拒载而滞留乌鲁木齐的风险。

重要提示:近14日北京市旅居史来乌人员须持48小时内两次有效核酸阴性报告(两次核酸检测时间须间隔24小时)。

Dear passengers,

        At present, the global situation of the COVID-19 epidemic is still complicated and severe. In order to further improve the prevention and control of the epidemic, in accordance with relevant domestic regulations, starting from September 6, 2021 (Monday), the Embassy in Belgium will adjust the health code application requirements for certain personnel coming from Belgium to China, as follows:

1. Persons with a history of previous infections

        A person with a history of previous infection refers to a person who has been diagnosed with new coronavirus pneumonia or has not been diagnosed but has tested positive for any of nucleic acid, IgM antibodies, and IgG antibodies (except for positive IgM and IgG antibodies caused by the COVID-19 virus vaccine).

        After the relevant personnel recover from illness, they need to provide a lung CT or X-ray diagnosis certificate issued by a local medical institution (pregnant women may not provide this certificate) and a negative certificate for 2 nucleic acid tests. The test must be completed within 72 hours and the sampling time between the two nucleic acid tests must be more than 24 hours apart. Relevant reports should be sent to the mailbox of the Embassy in Belgium blslbjj@163.com for pre-review. After the pre-review is passed, a 14-day isolation management and health monitoring will be carried out, and the "Self Health Monitoring Form" will be filled in. If there is no abnormal situation during the period of isolation and health monitoring, you can apply for a health code with the "double negative" certificate of nucleic acid and IgM antibody within 48 hours before boarding.

2. People who have been vaccinated

        You should provide a formal vaccination certificate issued by the relevant domestic authorities or a clear photo of the European digital covid certificate (European digital covid certificate) when applying for the health code for the embassy to verify. If you cannot provide it, please download and fill in the "COVID-19 Vaccination Statement" and upload it to the mini program together with other materials. Persons vaccinated with non-inactivated vaccines must upload a serum IgM antibody test report against N protein, and the report must indicate "SARS CoV-2 anti-N Ab" or other relevant labels that reflect N protein testing. At present, the institutions recognized by the embassy for N protein antibody testing include MCH, LBS, CHR CITADELLE, and so on.

        You can apply for a health code only 14 days after completing the entire vaccination process. Persons who have not completed all doses of 2 or 3 doses of vaccine, or persons who have completed 2 doses of inactivated vaccine within the same day, shall be deemed to have not been vaccinated.

3. Persons in close contact with patients

        Persons who are in close contact with confirmed cases, suspected cases, and asymptomatic infections should be quarantined and monitored for 14 days from the last contact with no effective protection, and fill out the "Self-Health Monitoring Form". Nucleic acid tests are performed on the first 1, 4, and 7 days of the monitoring period, and the results are all negative before the health code can be applied.

4. Temporary business personnel

        Temporary business personnel returning to China from Belgium must complete at least 14 days of isolation closed-loop management in Belgium when applying for the health code, and the relevant company shall issue an isolation management commitment letter.

5. Landing crew

        The crew to China who landed in Belgium must undergo nucleic acid and serum IgM antibody tests after landing. After obtaining a "double negative" result, they shall undergo isolation closed-loop management for at least 14 days, and the shipping company shall issue a letter of isolation management commitment. The "dual inspection" after the crew has landed and the "dual inspection" before the departure should be completed in two different inspection institutions, and different inspection points of the same inspection institution are not regarded as different inspection institutions.

6. Special Reminder

        (1) All passengers who intend to depart from a third country and transit to China via Belgium must confirm in advance that they can return to the country of origin from Belgium. Passengers who cannot return to the country of origin may face detention risks and economic losses if they test positive during the transit period, become a close contact, or have suspected symptoms, and they are responsible for the consequences.

        (2) It is recommended that passengers who really need to go to China fully assess the risk of the epidemic and travel costs, and arrange their itinerary to China after the flight resumes, and try to avoid cross-border transfers to China. If you really need to transit to China via a third country, please learn in advance about the immigration policy of the transit country, the relevant requirements of the Chinese embassy in the transit country for people going to China to apply for the health code, and the testing designated or approved by the Chinese embassy in the transit country List of institutions and other information. Choose the transfer location carefully to avoid the consequences such as obstruction and detention at the transfer location.

        (3) During the issuance of the health code, the staff of the Embassy in Belgium may request supplementary materials according to the applicant's specific circumstances. Please understand and cooperate with the relevant applicants.

According to the latest work requirements of the Belgian government, from December 25th, all non-residents coming to Belgium from a red zone must present a negative PCR test result dating back less than 72 hours. Passengers will be checked at the departure airport to ensure that they have a nucleic acid report that meets the requirements, otherwise they will be refused. The latest entry requirements for Belgium are as follows:

1. Passengers entering Belgium (including passengers transiting to other countries), if they are 12 years old and above, are not of Belgian nationality, do not have a Belgian long-term residence card (C and D Schengen visas are not counted as long-term residence, and currently only approved by Belgium is issued Residence card), a PCR test report not more than 72 hours before arriving in Belgium is required. If the transit passenger only stays in the transit area and does not enter Belgium, there is no need to provide a PCR negative test certificate 72 hours before the departure of the departure flight.

2. Passengers who are Belgian (also required to hold a Belgian residence card) or other nationalities who hold a Belgian residence card, or who are younger than 12 years old do not need to provide a nucleic acid report. Other epidemic prevention requirements are the same as other passengers.

3. The name of the tester of all test reports must be the same as those on the passport or residence card (in English), indicating the date of birth, sampling date, sample test result date, and report issuance date, and must be in English or other official Belgian languages (French/Dutch/ German), the test result must be negative, and sampling must be completed within 72 hours before the departure of the departure flight. The Belgian government only recognizes the PCR test method, and the word PCR needs to be marked on the report. From December 1, 2020, Chinese foreign passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests, and apply for a QR code with "HDC" mark to the Chinese Embassy or Consulate General in Canada within two days before boarding. The practice of boarding directly with the test certificate before is no longer applicable. The notice of specific requirements is as follows:

1. Time limit requirements

Nucleic acid testing and antibody testing, as well as applying for a green health code, must be completed in Canada 2 days before the passenger boarding, subject to the sampling time. For example, if you accept testing and sampling on December 1, the boarding time of the flight should be no later than December 3.

2. Testing institutions

Passengers can be tested at any testing sites, hospitals, pharmacies and other institutions recognized by the Canadian Health Department.Due to different local conditions, the two tests can be handled in the same institution or in different institutions. Please consult the local health department for details. Please confirm the qualification of the testing institution in advance and meet the requirements of the testing time limit. At present, the embassy and consulate in Canada have confirmed the list of some testing institutions. Please refer to the official website of the Embassy of the people's Republic of China in Canada.

3. Inspection requirements

(1) Direct to China. Personnel who take direct flight from Canada to China, including transit passengers from Canada, shall complete sampling and testing of nucleic acid and serum IgM antibody at the testing institution approved by Canadian health department within 2 days before boarding.

Please note: As Canadian airports cannot provide testing, passengers outside of Canada are requested to avoid connecting flights to China in Canada. Canada is still implementing entry restrictions, and there are risks of detention and repatriation due to transit.

(2) Transfer to China via a third country. Transit passengers to China to a third country. Taking into account that the transit airports of many countries do not have the testing conditions, in order to avoid staying in transit places and reduce the risk of infection during the journey, in principle, embassies and consulates in Canada will not issue green health codes for passengers departing from Canada and transiting to China via a third country. . Please choose a direct flight to China.

4、 Application method of health code

(1) Chinese passengers

Chinese citizens should, after obtaining the negative certificate of nucleic acid detection and negative detection of serum IgM antibody, select the area where the testing institution is located by scanning the two-dimensional code of the international version of wechat small program of epidemic prevention health code (see Annex 1), declare the personal situation and upload the negative certificate of nucleic acid detection and negative detection of serum IgM antibody. 5. Special reminders

(1) Airlines will be strictly checked and will not be able to board without green health codes. If the forged test certificate endangers other people or public health and safety, it shall bear corresponding legal responsibilities according to law.

(2) Please adhere to the principle of "unnecessary, not travelling".   In view of the new situation of double coronavirus detection in China and the notice of the Chinese Embassy on October 31, passengers who are going to China for the detection of double coronavirus antibody and serum antibody should be confirmed according to the notice of the Chinese Embassy on October 31.

  1. In order to reduce cross-border transmission of Covid-19, starting from 7 November, 2020, all Chinese and foreign passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests within two days before boarding, and provide certificates of negative results of both tests.

  2. All passengers going to China via direct flights must take nucleic acid and IgM anti-body tests within two days before boarding. The Chinese Embassy and Consulates in Canada accept test results issued by any medical institution, hospital, or pharmacy recognized by the Canadian public health authorities. If the certificates are electronic ones, please print them out and bring them with you for check-in. The airlines will strictly check the certificates and keep it for record.

  3. All passengers going to China via direct flights must take nucleic acid and IgM anti-body tests within two days before boarding. The Chinese Embassy and Consulates in Canada accept test results issued by any medical institution, hospital, or pharmacy recognized by the Canadian public health authorities. If the certificates are electronic ones, please print them out and bring them with you for check-in. The airlines will strictly check the certificates and keep it for record. As the airports in Canada are unable to provide testing, passengers from outside Canada are requested not to transfer to China in Canada. Canada is still implementing immigration restrictions, and there are risks of detention and repatriation due to transit.

For passengers departing from Canada and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested passengers departing from Canada for China take direct flights after conducting the required tests locally. If you really need to transfer to China via a third country, please be sure to understand the entry regulations, epidemic prevention and testing requirements, and make full preparations in advance to prevent detention. For specific requirements and how to apply for the green health code with "HS" logo or the green two-dimensional code of health status statement with "HDC" logo in the local area, please directly log in to the official website of the Chinese embassy or consulate.

According to the notice of the Chinese Embassy in the Kingdom of Belgium "Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results" on October 29, it has updated and clarified the requirements and methods for passengers of Belgian flights to China for boarding with double-negative certificates of new coronavirus nucleic acid test and serum antibody test. The specific requirements are as follows:

I. Starting from November 5th, 2020 (Thursday), all Chinese and foreign passengers who are to fly from Belgium to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight.

II. Passengers traveling to China via direct flights must, within 48 hours before boarding, conduct the sampling and tesing of a nucleic acid test and a IgM anti-body test at qualified medical institutions in Belgium. After receiving the certificates for negative test results for both the nucleic acid and the anti-body test, passengers may present the test reports to the Embassy of China in Belgium to apply for a green health code with the "HS" mark or a certified health declaration form.

III. For passengers departing from a third country and traveling to China via Belgium, as the transit area at Brussels Airport is not yet equipped for conducting nuceic rapid tests and the anti-body tests for transit passengers, and passengers of Chinese nationality are not permitted for entering Belgium border unless in humanitarian circumstances, it is recommended that passengers bounding for China avoid transiting via Belgium. If one must take a connecting flight in Belgium and head for China, please make sure beforehand that you will be allowed for border entry in Belgium. It is also advisable to learn in advance the quarantine, testing requirements and other health measures that the Belgian government has put in place in the corona times. After entering into Belgium, please follow the procedure as detailed in "I" and apply to the Embassy for a green health code with the "HS" mark or a certified health declaration form. If one transits via Belgium without fulfilling the boarding requirements, one faces substantial possibilities of being stranded at the airport, and even repatriation to the place of departure.

IV. For passengers departing from Belgium and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested passengers departing from Belgium for China take direct flights after conducting the required tests locally. Starting from November 5th, the Embassy of China in Belgium in principle will no longer accept application for health code or health declaration form of those passengers that start their journey in Belgium and travel to China via a connecting third country.

V. The Embassy of China in Belgium does not designate medical institutions for the nucleic acid and IgM anti-body tests for the time being. Passengers may choose the local qualified institutions which could issue the results quickly for the tests. The validity period of the green health code or the health declaration form is calculated from the sampling time. Please check with the medical institutions in advance, and make arrangements for the timing to take the tests, so that your itinerary will not be affected. Please check the official website of the Chinese Embassy in Belgium for information on specific information.

VI. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

Welcome to Hainan Airlines!

According to the current effective ICAO technical rules for the safe air transport of dangerous goods, the transport regulations of lithium batteries in passengers' luggage are as follows:

  1. For personal electronic equipment (watch, calculator, camera, mobile phone, laptop computer and camcorder), the lithium content of the battery is ≤ 2g (lithium metal battery), and the rated energy value is ≤ 100wh (watt hour, lithium-ion battery), which can be transported as checked baggage or hand luggage. If the rated energy value of the battery in the equipment exceeds 100wh but does not exceed 160wh, the equipment can be transported as checked baggage or hand luggage with the approval of Hainan Airlines.
  2. Spare lithium batteries are not allowed to be consigned and can only be carried on the machine. The spare lithium batteries carrying on the machine should be individually protected against short circuit. The correct way is to put each battery into a small box or lithium battery transport package. The "power bank" is equivalent to the spare lithium battery. Passengers carrying the "power bank" on the plane should be transported according to the transport standard of the spare lithium battery. At the same time, it is forbidden to use the "power bank" to charge mobile phones or other electronic devices after carrying the "power bank" on the computer.
  3. If the lithium content of the spare lithium battery of the passenger's personal electronic equipment is ≤ 2G or the rated energy value is ≤ 100wh, it must be carried as hand luggage; if the lithium content of the spare lithium battery is less than 100wh and the rated energy value is ≤ 160wh, it must be approved by Hainan Airlines and carried on board as hand luggage with a limit of 2 pieces
  4. The wheelchair driven by lithium-ion battery or other similar walking tools carried by passengers, and the portable medical electronic devices containing lithium metal or lithium-ion battery cells or batteries carried by passengers for medical purposes and their backup batteries must be carried in accordance with the transportation and packaging requirements of the latest version of the technical rules for the safe air transport of dangerous goods and approved by Hainan Airlines. If the spare battery of portable electronic medical device is less than or equal to 160 wh or less than 8 g, it must be carried on the aircraft by hand with the approval of Hainan Airlines, and each person is limited to two batteries.
  5. After approval by Hainan Airlines, spare lithium batteries for electric wheelchairs or other walking tools must be carried on the aircraft by hand. If the rated energy value of batteries is less than or equal to 160wh, each person is limited to 2 batteries; if the rated energy value of batteries is less than or equal to 300wh, the battery is limited to 1 battery.

According to the "Announcement on the Entry of International Flights Destined for Beijing from the Designated First Entry Point (No. 2)" jointly issued by the Civil Aviation Administration, the Ministry of Foreign Affairs, the National Health Commission, the General Administration of Customs, and the Immigration Bureau, since March 23,2020 Flights departing from overseas and returning to Beijing must enter the designated first point of entry. The first point of entry for Hainan Airlines’ international flights is Xi’an. Passengers will undergo centralized quarantine observation in Xi’an or go to designated hospitals for further inspection. The expenses during the quarantine observation period shall be borne by you. 1. Chinese and foreign passengers who travelling to China by flight must complete the nucleic acid test within 5 days before boarding. The test should be carried out in an institution designated or approved by the Chinese embassy or consulate abroad.

2. Chinese passengers must take pictures and upload the negative nucleic acid test certificate through the Wechat mini program COVID-19 Prevention Health Code International Version.

3. Foreign passengers must apply to the Chinese Embassy or Consulate for a Health Declaration Forms with a negative nucleic acid test certificate.

4. If passengers who provide false certificates and information shall bear corresponding legal liabilities and passengers' itinerary will be blocked.

The Belgian Ministerial Decree of 30.06.2020 on urgent measures to limit the spread of the COVID-19 coronavirus imposes travel restrictions on Extra-Schengen travel to Belgium. Travel to Belgium coming from third countries (= countries who are not part of the EU or the Schengen area): All non-essential travels are prohibited.

Please read the following tips carefully and plan your trip in advance, so as not to affect your normal trip.


1. How do I know if I can enter Belgium?

The travel restrictions do not apply to:

a. Nationals of EU Member States and Schengen Member States (Iceland, Liechtenstein, Norway, Switzerland);

b. Family members - see article 2. 2) of directive 2004/38/CE - nationals of an EU Member State or Schengen Member State, provided they actually hold the documents required for entry into the territory and they can prove their status as family members via documentation;

c. Third-country nationals who are in possession of a residence card or D-visa (for example for students or highly qualified workers) enabling them entry into Schengen area.

d. Third-country nationals with a nationality included on the list of third countries, which will (as soon as a formal decision has been taken by the Belgian authorities) be published on the website of the Belgian Federal Public Service Foreign Affairs https://diplomatie.belgium.be/en. In addition, these third-country nationals must fall within the scope of the measures.

随着国内疫情防控形势逐步趋好,为进一步满足旅客实际用餐需求,海南航空自2020年7月15日起陆续对机上餐饮服务调整如下:

一、国内航班

(一)跨越餐点航班(早餐餐点06:30-08:30,午餐餐点11:30-13:30,晚餐餐点17:30-19:30)

1、实际飞行时间超过80分钟的航班(除北京地区始发航班)

1)公务舱、经济舱全面恢复热餐服务;

2)公务舱配备主菜、主食并搭配中式美点、水果;正餐服务更有甜品、特色酥点或小吃提供,供餐采用“托盘+一次性餐具”的形式;

3)经济舱配备米饭或面条类热餐。

2、实际飞行时间小于80分钟的供餐航班,公务舱、经济舱配备三明治、汉堡等简餐。

(二)非跨越餐点航班(除北京地区始发航班)

1、针对非跨越餐点供餐的航班,公务舱配备干点或点心餐;

2、优化公务舱点心餐内容,针对配备点心餐的航班,提供特色小吃、汉堡或轻膳食三明治、甜点、水果等。

(三)北京地区始发航班,因受疫情影响,机上餐饮服务继续简化执行,针对跨越餐点的航班配备汉堡、三明治等简餐。

(四) 疫情防控期间,暂停特殊餐食服务。

二、 境内始发国际远程航班

(一)简化机上餐饮服务,配备热餐;

(二)支持部分特殊餐食预订及服务,请提前致电海南航空24小时订票服务热线95339确认您所需的餐食种类是否能够提供。

三、境外始发至中国的国际远程航班

(一)鉴于境外疫情影响,飞行全程将提供独立包装的食品和瓶装饮用水,以餐盒形式发放;除特殊需求外,机上不再提供其他餐饮服务;

(二)疫情防控期间,暂停特殊餐食服务。

一、 适用条件

㈠ 适用范围:在2020年6月15日(含)之前已购买且乘机日期为2020年6月14日(含)至2020年6月30日(含)的国内客票。

㈡ 适用航班:由海南航空/大新华航空实际承运的涉及北京进出港国内航班和海南航空/大新华航空为市场方的涉及北京进出港代码共享航班。

㈢ 适用票证:880、895国内票证以及使用非880、895票证互售的海南航空/大新华航空国内航班客票。

二、 客票处理规定

㈠ 客票有效期内退票

1、在航班起飞前已取消订座的客票,可至原购票地办理免费退票业务,不收取退票费。

2、在航班起飞前未取消订座的客票,依据原客票使用条件办理退票业务。

㈡ 客票有效期内变更航班

1、在航班起飞前已取消订座的客票,可免费变更至2020年7月15日(含)之前,同航线、同服务等级航班一次(如涉及跨服务等级变更,可免收变更手续费,但需补齐票款差额);如旅客再次提出变更申请,需在客票有效期内依据变更后客票使用条件办理。

According to the requirements made in the Announcement (No. 2) of the Civil Aviation Administration of China, the Ministry of Foreign Affairs of the People’s Republic of China, the National Health Commission of the People’s Republic of China, the General Administration of Customs of the People’s Republic of China and the National Immigration Administration on the Entry of International Flights to Beijing from a Designated First Point of Entry, from 0:00 am on March 23, 2020 CST, ‘Hainan Airlines’ (HNA) international flights to Beijing will enter a designated first point of entry. As this change will greatly affect your journey, HNA provides you with the following options:

1. Passengers who need to undergo quarantine at the first point of entry city

(A) If the final destination of your ticket is the first point of entry city for your flight, you may discontinue your original itinerary after undergoing quarantine procedures, and apply for a refund for the remaining segments of the original ticket.

(B) If the final destination of your ticket is Beijing, you may travel to Beijing by re-selecting your transportation method after undergoing quarantine procedures. For segments where the original ticket journey is discontinued, if there is the flight from the first point of entry city to Beijing carried by Hainan Airlines, HNA will provide you with a free domestic flight ticket carried by HNA (from the start of the quarantine period to 7 days (included) after being released, passengers must contact the HNA booking office in the city where they first arrived to get their temporary ticket, then passengers must exchange the temporary ticket for a regular ticket and use it within 30 days),and the original ticket will be deemed to have been fully used; if HNA does not have a flight from the first entry point of entry city to Beijing, you can contact HNA booking office directly at the first entry point for reimbursement within 30 days after undergoing quarantine procedures with the ground public transport ticket (upper limit high-speed rail second-class seat) returning to Beijing within 7 days after undergoing quarantine procedures, and the original ticket will be deemed to have been fully used.

(C) If the final destination of your ticket is a city in another province, you may continue to travel after undergoing quarantine procedures, and HNA will offer a free change or a refund for the subsequent segment of the domestic flight on the original ticket or a free ticket of domestic flight carried by HNA.If you choose a free change, the subsequent segment of the domestic flight on the original ticket can be changed to the HNA operated direct flight or transfer flight from the city of the first point of entry to the final destination of your ticket. The changed flight must be within 30 days of the arrival date of the international flight to Beijing. If you choose to discontinue the subsequent segment of your journey, you may apply for a refund for the remaining segment on the original ticket. If you choose a free ticket of HNA’s domestic flight(same rule above), the original ticket will be deemed to have been fully used.

2. Passengers who meet boarding conditions in the first point of entry city and after being tested

(A) If the final destination of your ticket is the first point of entry city for your flight, you may discontinue your original itinerary, and apply for a refund for the remaining segment of the original ticket.


(B) If the final destination of your ticket is Beijing, please continue to board your original flight to Beijing.


(C) If the final destination of your ticket is a city in another province, you may continue with your original itinerary. If not, HNA will offer a free change for the subsequent segment of the domestic flight on the original ticket. In cases where a free change is made, the flight date of the original journey may be changed; on the premise that you confirm having met the requirements of the COVID-19 prevention and control policy of the first point of entry city, it can be changed to the HNA-operated direct flight or transfer flight from the first point of entry city to the final destination of your ticket. The changed flight must be within 30 days of the arrival date of the international flight to Beijing. If you choose to discontinue the subsequent segment of your journey, you may apply for a refund for the remaining segment on the original ticket.

I. Applicable conditions

International and regional flights operated by Hainan Airlines, with ticket number starting with “880”


II. Change, endorsement & refund policy

1. Within ticket validity period, impacted passengers are entitled to

a. Free change: One time free change are provided, either to the same flight, or to other international/regional flights operated by Hainan Airlines within the same region.

b. Convenient endorsement: Free change within the same region, to other international/regional flights operated by HNA subsidiary airlines in mainland China

c. Free refund: involuntary change policy will be applied,no penalty fee charged.

2. Change, endorsement or refund must be requested prior to flight departure. Additional fees will be collected according to the original ticket rules, if you require an endorsement on the flights operated by carriers outside HNA aviation group, or need to update your itinerary for the second time.

3. All the regulations detailed above are not applicable to passengers who have completed the change、endorsement or refund before the issuance of this notice are not applicable

Hainan Airlines and Grand China Air domestic flights or code-sharing flights with flight Numbers of HU/CN have been purchased before 0:00 on Feb 11, 2020. Flight dates are between February 11, 2020 (inclusive) and March 31, 2020 (inclusive).


2. Applicable tickets:


Tickets with ticket number beginning with 880 or 895.


3.Applicable passenger status:


Student.


II. Regulations


1. Refund for domestic flights:


Before the flight departs, students can use their student identification to go to the place where they purchased for free refunds for the unused part of the ticket , and the refund fee will be waived within the validity period of the ticket. Students who have cancelled their reservation records before the flight departs can apply for a free refund at the original place of purchase within the validity of the ticket.


2. Rebooking for domestic flights:


Students can change free of charge to the same route and service class once before 00:00 on April 1, 2020, with the student ID before the flight departs, free of ticket difference and change handling fee (You can waive the change handling fee when you change from a low service level to a high service level, but you need to pay the difference fare.). Studentrs who request a change of date again are subject to the conditions of use of ticket.
