Dear passengers,

According to the requirements of epidemic prevention and control in Hainan Province, in order to facilitate you to take the opportunity smoothly in all links, please read the following notice carefully and make corresponding preparations in advance according to the prompts.


1. Personal health declaration

(1)If you have fever (body temperature ≥ 37.3 °), dry cough and other symptoms recently, or are taking cough medicine or antipyretic medicine, please report to the staff.

(2)Please be sure to report your health status truthfully. You are not allowed to conceal symptoms such as fever and dry cough by taking cooling and cough relieving drugs.

(3)Please apply for the health code in advance (national integrated government service platform epidemic prevention health information code, Hainan health code and health code of any place in China, Hainan health code does not need to fill in the arrival health registration) and show it to the staff after arriving in Hainan.

(4)If your family members are unable to fill in the form of scanning QR code by mobile phone, they can apply for "family health code" in "Hainan health code"

(5)If you are unable to fill in the electronic health declaration due to objective reasons, please inform the ground crew and flight attendants to get the paper version of the personal health declaration form to fill in, and take them off the plane by yourself for inspection by the personnel at the destination station


2. Personal travel history

If you have a recent overseas residence history, please know the following epidemic control policies in advance and inform the staff truthfully.


(1)Flights to Haikou:

 1) If you have a residence history in Macao within 14 days and have no residence history in foreign countries or other overseas areas within 14 days, you can pass normally after arriving in Haikou with the green code of health code (or signing the paper version of personal health declaration form) and the negative certificate of accounting and testing within 7 days.

 2) Haikou strictly implements the "14 days + 7 days + 7 days" health management measures for persons entering Haikou from abroad except Macao, China. That is, after 14 days of centralized quarantine medical observation, people who meet the conditions for release of quarantine will continue to implement home health observation for 7 days, and for those who do not have a fixed residence, implement centralized medical observation, and conduct a nucleic acid test at their own expense; Those who have a negative nucleic acid test will continue to perform daily health monitoring for 7 days, and then perform a nucleic acid test at their own expense after the expiry date. During the home health observation period, in principle, it is not necessary to go out. If you really need to go out due to special circumstances, you must strictly follow the whole process to wear a mask and not go to crowd gathering places; during the daily health monitoring period, you should also try to control the scope of activities. Once relevant personnel develop abnormal symptoms such as fever and cough, they must seek medical treatment and report in time.

 3)After landing, please cooperate with the staff to get off the plane in advance and declare actively. If you do not actively declare the impact of epidemic prevention and control, you will bear the corresponding responsibility.

Note: if the electronic nucleic acid test certificate is provided, it must be sealed or signed by the doctor.


(2)Flights to Sanya:

1) IIf you have a recent travel and residence history outside of Mainland China (except Macau, China) and the entry time is less than 28 days, it is not recommended to go to Sanya at this time.

2) If you have a recent travel and residence history outside of mainland China (except Macau, China) and you enter China on the 28th day, you will collect samples for a nucleic acid test as soon as you arrive in Sanya, and wait for the results before the nucleic acid test results are available. During this period, the expenses are at your own expense.

3) If you have a history of travel and residence outside mainland China (except Macau, China) and have been quarantined for 28 days after entering China, you can pass normally after arriving in Sanya.

4) If you have a history of travel and residence in Macau, China within 14 days, you can use the green code of the health code (or sign the paper personal health declaration form) and the nucleic acid negative certificate within 7 days of entering China.


3) Flights to Qionghai:

1) If you arrive directly in Hainan, you will be quarantined for 14 days + 14 days (the quarantine time starts from the time of entry) and nucleic acid testing will be performed on the 1st and 13th days. Passengers shall pay for themselves during the isolation period.

2) If you enter China from another province and enter China within 14 days but less than 28 days, passengers who have a fixed residence in Hainan will be quarantined at home for 14 days, and those who do not have a fixed residence or a place that does not meet the home quarantine conditions will be centralized quarantined for 14 days.

3) If you have entered China from another province for more than 28 days, you can pass normally after arriving in Qionghai with the certificate of expiration of quarantine and the certificate of negative nucleic acid test result.

4) If you have travel and residence history in Macau within 14 days, and no history of travel and residence in foreign countries or other overseas areas within 14 days, you can pass the normal passage after arriving in Qionghai with the green health code and itinerary code and the negative nucleic acid certificate within 7 days of entry.

3.If you have a recent travel history in the following key areas in China, please be aware of the following epidemic control policies in advance, and please inform the staff truthfully.

Passengers who have traveled or lived in the above-mentioned risk areas within 14 days will be quarantined at the port of entry into Hainan Province for 14 days, and samples will be taken for nucleic acid testing on the 1st and 13th days. All expenses are borne by passengers. After the quarantine period expires, passengers can pass normally with a negative nucleic acid test.


【Sanya】
Passengers who have traveled or lived in the above risk areas within 14 days will not be able to board.

2. Gaocheng District, Shijiazhuang City, Hebei Province (implemented from January 5, 2021 )

【Qionghai】
Passengers who have traveled or lived in Gaocheng District, Shijiazhuang City within 14 days, are quarantined at the port of entry into Hainan Province for 14 days, and nucleic acid tests were performed on the first and thirteenth days. Passengers are responsible for all expenses. After the expiration of the quarantine period, passengers can pass through with a certificate of negative nucleic acid test.


【Haikou, Sanya】
Passengers who have traveled or lived in Gaocheng District, Shijiazhuang City, Hebei Province since December 10, 2020 (inclusive) will not be able to board.

3. Wangkui County, Suihua City, Heilongjiang Province (implemented from January 11, 2021 )

【Qionghai】
Passengers who have traveled or lived in Wangkui County, Suihua City, Heilongjiang Province within 14 days, are quarantined at the port of entry into Hainan Province for 14 days, and nucleic acid tests were performed on the first and thirteenth days. Passengers are responsible for all expenses. After the expiration of the quarantine period, passengers can pass through with a certificate of negative nucleic acid test.


【Haikou, Sanya】
Passengers who have traveled or lived in Wangkui County, Suihua City, Heilongjiang Province since December 10, 2020 (inclusive) will not be able to board.

【Sanya】
Passengers with a history of staying in Xingtai City, Hebei Province within 14 days can only board the plane with the nucleic acid test certificate within 72 hours; after arriving in Sanya, they have to do nucleic acid test twice (with an interval of 24 hours), the test result is negative, and they need to be followed up for 7 days, that is, they do not have to go out. Passengers must wear masks when going out, and are not allowed to go to crowd gathering areas, and public transportation is not allowed (they must travel with their own vehicles).
【Qionghai】
For passengers with travel or residence history in Xingtai City, Hebei Province since December 15, 2020, the first nucleic acid test was carried out at the first time after arriving in Hainan, and the second nucleic acid test was carried out at an interval of 24 hours. Before the results of the second nucleic acid test were released, they were waiting for the results. All expenses are at your own expense.

9. Ganjingzi District, Dalian City, Liaoning Province (implemented from January 6, 2021)

Passengers must wear masks when going out, and are not allowed to go to crowd gathering areas, and public transportation is not allowed (they must travel with their own vehicles).
【Qionghai】
For passengers with travel or residence history in Shijiazhuang City, Hebei Province since December 15, 2020, the first nucleic acid test was carried out at the first time after arriving in Hainan, and the second nucleic acid test was carried out at an interval of 24 hours. Others information

General requirements
Passengers should conduct self-health monitoring within 14 days after arriving in Hainan Province, and seek medical treatment immediately if symptoms such as fever and cough occur, and actively inform the doctor of their recent travel history.
Flights to Haikou
Passengers who have traveled or lived in the above-mentioned risky areas shall actively declare through the dedicated declaration channel after arriving at Haikou Meilan Airport.

     

4.Dalian/Beijing/Shenyang/Heihe/Shijiazhuang to Haikou flights

  

Follow Dalian/Beijing/Shenyang/Heihe/Shijiazhuang related epidemic prevention policy requirements.

     

5.From Dalian/Beijing to Sanya flights

  

If you have recent travel or residence history in the above-mentioned key domestic areas, please take the initiative to inform the staff and follow the instructions of the staff.

If you deliberately fill in false information, conceal the high incidence area of epidemic situation or stay abroad, you will bear the corresponding legal responsibility.

Dear passengers,

Due to the increasing number of medium- and high-risk areas in the country and the increasing pressure of epidemic prevention caused by the movement of people, there is a risk of cross-infection of people on aircraft. It is recommended that you stay in the area if it is not necessary to avoid the risk of infection. If you come to Urumqi in an emergency, you will face intensive medical observation, which will delay your trip. It is recommended to cancel or postpone your trip to Urumqi. If you are sure to come to Urumqi, in order to facilitate your smooth flight in all links, please read the following notices carefully and prepare accordingly in advance.

1. Urumqi policy

(1) passengers with abnormal body temperature (≥ 37.3 ℃) are not allowed to board;

(2) All passengers and crew members must carry out one temperature measurement and two scanning codes before boarding. The two scanning codes include: travel track code, small program for entering Urumqi, and epidemic prevention health information code of national integrated government service platform (hereinafter referred to as "Health Code"). The health code can be displayed as "green code" (no abnormality) or "low risk".

(3) In the following situations, it is necessary to conduct intensive medical observation of the passengers and their close contacts:   

      
  •      a. There are feverish passengers in the cabin;
  •   
  •      b. Passengers who have traveled or lived outside of mainland China (excluding Macau) and the time of arrival of the passengers in mainland China is within 14 days;
  •   
  •      c. The passengers are imported confirmed cases and asymptomatic infections. After being discharged from the hospital, they were quarantined for medical observation for less than 14 days and came to Urumqi.
  •   
  •      d. Passengers on the “list of close contacts of the virus” provided by the Health Commission.
  

(4) In the following cases, only intensive medical observation will be conducted on the passengers themselves:   

      
  •      a. Passengers who have entered mainland China from 15 days (inclusive) to 28 days (inclusive) who have traveled and lived outside of mainland China (excluding China Macau) and whose destination is Urumqi;
  •   
  •      b. The passengers are imported confirmed cases and asymptomatic infections. After being discharged from the hospital, they were quarantined for more than 14 days and came to Urumqi.
  •  
  •     c. Passengers who have travel or residence history in Dalian City, Liaoning Province in the past 14 days need to concentrate on medical observation for 14 days.
  •     d. Passengers who have travel or residence history in Yuhong District, Shenyang City, Liaoning Province in the past 14 days need to concentrate on medical observation for 14 days.
  •   
  •     e. Passengers who have traveled and lived in Shunyi District, Beijing in the past 14 days, the rotating district (county) will implement the centralized isolation medical observation to make up the 14 days of leaving Beijing.
  •   
  •     c. Passengers who have travel or residence history in Heilongjiang Province in the past 14 days need to concentrate on medical observation for 14 days.
  •  
  •     f. Passengers who have travel or residence history in Hebei Province within the last 14 days, we suggest you postpone your trip to Urumqi. If passengers strongly want to come to Urumqi, passengers must provide the negative test report of effective nucleic acid within 36 hours (from the time of nucleic acid sampling to the time of flight take-off). After arriving in Urumqi, passengers will be placed in isolation for medical observation for 14 days (including those who will transfer to other counties or cities after arriving in Urumqi).  
 


(5) Entry passage:

  •     a. If the passenger is a traveller who has travelled outside of mainland China for 15 days (inclusive), less than 28 days (including 28 days) (excluding China Macau), and the destination is not in Urumqi, passenger will transit from Urumqi without leaving the airport. If passenger need to stop in Urumqi overnight, passenger will be transferred to observing Hotel, and will be sent to the airport or station point-to-point the next day;
  •     b. Passengers with a history of staying outside of mainland China for 29 days (inclusive) or less than 35 days (including 35 days) (excluding China Macau), whose destination is Urumqi, passengers will be temporarily and centrally managed for nucleic acid and double antibody testing, and pass through after the test results are normal; if the destination is not in Urumqi, passengers transit through Urumqi (within 24 hours) will be allowed to pass.
  •     In the past 14 days, there are people living in Chengdu's Pidu District and Chenghua District who need to concentrate on medical observation on the 14th
  •     c. Passengers with overseas travel history within 35 days of entry, please bring the certificate of dismissal of medical observation to board the flight and provide it to the staff for inspection.




(6) Control requirements for passengers in key areas

     
  •   a. Passengers from other prefectures in Xinjiang who have no negative nucleic acid test report within 7 days shall be sent to the district or county for centralized management for nucleic acid testing. After the nucleic acid test is negative, passengers must carry out health management at home for 14 days;
  •  
  •   b. Passengers who have traveled or lived in Hulunbuir in the past 14 days will be judged and controlled by the district or county;
  •      
  •   c. Passengers who have travel or residence history in Dalian City, Liaoning Province in the past 14 days need to concentrate on medical observation for 14 days.
  •   
  •   d.Passengers who have travel or residence history in Beijing in the past 14 days will undergo a unified nucleic acid test at the airport after the flight arrives. In order to ensure information collection and the prevention and control requirements of fast passage without gathering, please pay attention to the WeChat public account "Smart Health Urumqi" in advance. Click to register your personal "electronic health card" in the lower right corner and generate a QR code. Urumqi epidemic prevention personnel will scan and register accordingly during nucleic acid collection.

           For flights taking off from Beijing Capital International Airport, passengers will be strictly studied and judged or complete nucleic acid testing upon landing, and transferred to the quarantine hotel, where they will be subjected to medical observation or health management through comprehensive evaluation by the headquarters.

  •         (1) Passengers with a history of travel or residence in Shunyi District of Beijing will be subject to centralized isolation medical observation by the rotating district (county) to make up for the 14 days of leaving Beijing.
  •   
  •         (2) For Passengers who have traveled and lived in Chaoyang District and Xicheng District of Beijing, the rotating district (county) will implement temporary centralized management after nucleic acid testing and sampling. After confirming that the passenger’s test results are normal, the passenger is handed over to the community of residence (temporary residence) to implement health management until 14 days after leaving Beijing.

  •         (3) Passengers without travel or residence history in Chaoyang District, Shunyi District, and Xicheng District of Beijing must return directly to their place of residence or temporary residence after nucleic acid sampling, and actively report to the community of their current residence (temporary residence) as soon as possible. Passengers are not allowed to leave their place of residence or temporary residence before receiving the normal notification of nucleic acid testing. Passengers whose nucleic acid test results are negative will have a nucleic acid test every three days from the community to 14 days after leaving Beijing.

  •         (4) Transit passengers are allowed to pass point-to-point after sampling; Emergency transit passengers do not collect nucleic acid can pass directly.

  •   e. Transit passengers with travel or residence history in Heilongjiang Province in the past 14 days, are allowed to pass point-to-point after sampling (via airport and railway).
  •  
  •   Passengers with travel or residence history in Shenyang within the last 14 days and those who have resided in Yuhong District of Shenyang within the last 14 days will be placed under intensive medical observation for 14 days. Passengers with a history of living in other districts (counties) of Shenyang shall collect nucleic acid in the rotation areas and counties, and report to the community after returning to their residence (temporary residence) to implement health management.
  •  
  •   f. Passengers with travel or residence history in Beijing within the last 14 days will be transferred by the rotating districts and counties for later management after arriving in Urumqi. Please know in advance and cooperate with the seating arrangement of the staff.
  •    
  •   g. Passengers with travel or residence history in Changchun within the last 14 days will take nucleic acid samples at the airport after landing. Passengers without fixed abode must undergo intensive medical observation. Passengers with fixed residences are temporarily under centralized management in the rotating districts and counties. After the nucleic acid test results are normal, the community will implement 7-day home medical observation and 7-day home health management. Please know in advance and cooperate with the follow-up arrangements of the staff.

If the transit passenger has the above circumstances, the transit passenger on the same day can transit after verification and confirmation that the health code is normal and the body temperature is normal. Passengers who transit on the next day shall be sent to the district/county in principle, and the district/county shall be sent to the airport for flight the next day.

(7)If the passenger is an imported confirmed patient or asymptomatic infection, there is no time limit for investigation.

 

(8)Passengers with a history of residence in Macau, China, are not included in the investigation. Passengers with a history of residence in Macau and other overseas residents shall follow the above 7 measures.

 

(9)For some people on the Urumqi Anti-epidemic Big Data List, after landing in Urumqi, the passengers and their close contacts will be medically observed for 14 days.

 

(10)For outside of mainland China (excluding China Macau) passengers who have entered the country within 14 days (inclusive), as well as some people on the Urumqi Anti-epidemic Big Data List, if the seats on the plane cannot meet the 3 rows of other passengers, you will not be able to ensure that you can travel smoothly. If the seats on the plane can meet the isolation requirements, business class passengers need to be downgraded.

According to the latest requirements of the Canadian government, from 0:00 (EST) January 7, 2021 , passengers entering Canada on civil aviation (5 years of age or older) must present a 72-hour proof of a negative COVID-19 molecular test result to the airline. Inspections will be carried out at the departure airport to ensure that the passenger has a nucleic acid report that meets the requirements. If the report does not meet the requirements, it will be rejected. The latest Canadian entry requirements are now updated as follows:

According to the latest work requirements of the Belgian government, from December 25th, all non-residents coming to Belgium from a red zone must present a negative PCR test result dating back less than 72 hours. Passengers will be checked at the departure airport to ensure that they have a nucleic acid report that meets the requirements, otherwise they will be refused. The latest entry requirements for Belgium are as follows:

1. Passengers entering Belgium (including passengers transiting to other countries), if they are 12 years old and above, are not of Belgian nationality, do not have a Belgian long-term residence card (C and D Schengen visas are not counted as long-term residence, and currently only approved by Belgium is issued Residence card), a PCR test report not more than 72 hours before arriving in Belgium is required. If the transit passenger only stays in the transit area and does not enter Belgium, there is no need to provide a PCR negative test certificate 72 hours before the departure of the departure flight.

2. Passengers who are Belgian (also required to hold a Belgian residence card) or other nationalities who hold a Belgian residence card, or who are younger than 12 years old do not need to provide a nucleic acid report. Other epidemic prevention requirements are the same as other passengers.

3. The name of the tester of all test reports must be the same as those on the passport or residence card (in English), indicating the date of birth, sampling date, sample test result date, and report issuance date, and must be in English or other official Belgian languages (French/Dutch/ German), the test result must be negative, and sampling must be completed within 72 hours before the departure of the departure flight. The Belgian government only recognizes the PCR test method, and the word PCR needs to be marked on the report. It is not recommended that passengers take the form of Chinese test report + translated documents, as there is a risk of being denied entry. The pure Chinese version of the test report is not recognized. The sample must be completed by an agency designated by the passenger's country of departure.

4. Regardless of whether passengers need to enter Brussels, they need to fill in the Passenger Location Form. The electronic version is the main form. If it is not possible, a paper version is provided. The departure airport staff will confirm that all passengers have filled in before boarding and inform the passengers that they need to save the QR code (electronic version) or paper receipts for at least 48 hours after landing in Brussels for the relevant anti-epidemic units to check back.

From December 1, 2020, Chinese foreign passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests, and apply for a QR code with "HDC" mark to the Chinese Embassy or Consulate General in Canada within two days before boarding. The practice of boarding directly with the test certificate before is no longer applicable. The notice of specific requirements is as follows:

1. Time limit requirements

Nucleic acid testing and antibody testing, as well as applying for a green health code, must be completed in Canada 2 days before the passenger boarding, subject to the sampling time. For example, if you accept testing and sampling on December 1, the boarding time of the flight should be no later than December 3.

2. Testing institutions

Passengers can be tested at any testing sites, hospitals, pharmacies and other institutions recognized by the Canadian Health Department.Due to different local conditions, the two tests can be handled in the same institution or in different institutions. Please consult the local health department for details. Please confirm the qualification of the testing institution in advance and meet the requirements of the testing time limit. At present, the embassy and consulate in Canada have confirmed the list of some testing institutions. Please refer to the official website of the Embassy of the people's Republic of China in Canada.

3. Inspection requirements

(1) Direct to China. Personnel who take direct flight from Canada to China, including transit passengers from Canada, shall complete sampling and testing of nucleic acid and serum IgM antibody at the testing institution approved by Canadian health department within 2 days before boarding.

Please note: As Canadian airports cannot provide testing, passengers outside of Canada are requested to avoid connecting flights to China in Canada. Canada is still implementing entry restrictions, and there are risks of detention and repatriation due to transit.

(2) Transfer to China via a third country. Transit passengers to China to a third country. Taking into account that the transit airports of many countries do not have the testing conditions, in order to avoid staying in transit places and reduce the risk of infection during the journey, in principle, embassies and consulates in Canada will not issue green health codes for passengers departing from Canada and transiting to China via a third country. . Please choose a direct flight to China.

4、 Application method of health code

(1) Chinese passengers

Chinese citizens should, after obtaining the negative certificate of nucleic acid detection and negative detection of serum IgM antibody, select the area where the testing institution is located by scanning the two-dimensional code of the international version of wechat small program of epidemic prevention health code (see Annex 1), declare the personal situation and upload the negative certificate of nucleic acid detection and negative detection of serum IgM antibody. Both certificates are indispensable! (2) Foreign passengers

After registration and login, select the area where the testing institution is located, declare personal situation and upload the negative certificate of nucleic acid detection and serum IgM antibody detection negative certificate. Both certificates are indispensable! After the examination and approval of the Consulate General of the Chinese Embassy and consulate general, the parties can obtain the green health code with the "HDC" sign (see Annex 4 for the style).

5. Special reminders

(1) Airlines will be strictly checked and will not be able to board without green health codes. If the forged test certificate endangers other people or public health and safety, it shall bear corresponding legal responsibilities according to law.

(2) Please adhere to the principle of "unnecessary, not travelling". If cross-border travel is really necessary, please try to isolate at home after the completion of the test and sampling, and do not go out at will and do not participate in various aggregation activities; if it is necessary to go out, it is necessary to strengthen the epidemic prevention measures. If there are suspected symptoms before boarding, please cancel the trip and check for medical treatment in time.

(3) Please apply for health code as early as possible before boarding. The Chinese Embassy and consulate general will approve the health code, including weekends and holidays, as soon as possible after receiving the test report.

According to the notice of the Chinese Embassy in the Kingdom of Belgium "Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results" on October 29, it has updated and clarified the requirements and methods for passengers of Belgian flights to China for boarding with double-negative certificates of new coronavirus nucleic acid test and serum antibody test. The specific requirements are as follows:

I. Starting from November 5th, 2020 (Thursday), all Chinese and foreign passengers who are to fly from Belgium to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight.

II. Passengers traveling to China via direct flights must, within 48 hours before boarding, conduct the sampling and tesing of a nucleic acid test and a IgM anti-body test at qualified medical institutions in Belgium. After receiving the certificates for negative test results for both the nucleic acid and the anti-body test, passengers may present the test reports to the Embassy of China in Belgium to apply for a green health code with the "HS" mark or a certified health declaration form.

III. For passengers departing from a third country and traveling to China via Belgium, as the transit area at Brussels Airport is not yet equipped for conducting nuceic rapid tests and the anti-body tests for transit passengers, and passengers of Chinese nationality are not permitted for entering Belgium border unless in humanitarian circumstances, it is recommended that passengers bounding for China avoid transiting via Belgium. If one must take a connecting flight in Belgium and head for China, please make sure beforehand that you will be allowed for border entry in Belgium. It is also advisable to learn in advance the quarantine, testing requirements and other health measures that the Belgian government has put in place in the corona times. After entering into Belgium, please follow the procedure as detailed in "I" and apply to the Embassy for a green health code with the "HS" mark or a certified health declaration form. If one transits via Belgium without fulfilling the boarding requirements, one faces substantial possibilities of being stranded at the airport, and even repatriation to the place of departure.

IV. For passengers departing from Belgium and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested passengers departing from Belgium for China take direct flights after conducting the required tests locally. Starting from November 5th, the Embassy of China in Belgium in principle will no longer accept application for health code or health declaration form of those passengers that start their journey in Belgium and travel to China via a connecting third country.

V. The Embassy of China in Belgium does not designate medical institutions for the nucleic acid and IgM anti-body tests for the time being. Passengers may choose the local qualified institutions which could issue the results quickly for the tests. The validity period of the green health code or the health declaration form is calculated from the sampling time. Please check with the medical institutions in advance, and make arrangements for the timing to take the tests, so that your itinerary will not be affected. Please check the official website of the Chinese Embassy in Belgium for information on specific information.

VI. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

According to the current effective ICAO technical rules for the safe air transport of dangerous goods, the transport regulations of lithium batteries in passengers' luggage are as follows:

  1. For personal electronic equipment (watch, calculator, camera, mobile phone, laptop computer and camcorder), the lithium content of the battery is ≤ 2g (lithium metal battery), and the rated energy value is ≤ 100wh (watt hour, lithium-ion battery), which can be transported as checked baggage or hand luggage. If the rated energy value of the battery in the equipment exceeds 100wh but does not exceed 160wh, the equipment can be transported as checked baggage or hand luggage with the approval of Hainan Airlines.
  2. Spare lithium batteries are not allowed to be consigned and can only be carried on the machine. The spare lithium batteries carrying on the machine should be individually protected against short circuit. The correct way is to put each battery into a small box or lithium battery transport package. The "power bank" is equivalent to the spare lithium battery. Passengers carrying the "power bank" on the plane should be transported according to the transport standard of the spare lithium battery. At the same time, it is forbidden to use the "power bank" to charge mobile phones or other electronic devices after carrying the "power bank" on the computer.
  3. If the lithium content of the spare lithium battery of the passenger's personal electronic equipment is ≤ 2G or the rated energy value is ≤ 100wh, it must be carried as hand luggage; if the lithium content of the spare lithium battery is less than 100wh and the rated energy value is ≤ 160wh, it must be approved by Hainan Airlines and carried on board as hand luggage with a limit of 2 pieces
  4. The wheelchair driven by lithium-ion battery or other similar walking tools carried by passengers, and the portable medical electronic devices containing lithium metal or lithium-ion battery cells or batteries carried by passengers for medical purposes and their backup batteries must be carried in accordance with the transportation and packaging requirements of the latest version of the technical rules for the safe air transport of dangerous goods and approved by Hainan Airlines. If the spare battery of portable electronic medical device is less than or equal to 160 wh or less than 8 g, it must be carried on the aircraft by hand with the approval of Hainan Airlines, and each person is limited to two batteries.
  5. After approval by Hainan Airlines, spare lithium batteries for electric wheelchairs or other walking tools must be carried on the aircraft by hand. If the rated energy value of batteries is less than or equal to 160wh, each person is limited to 2 batteries; if the rated energy value of batteries is less than or equal to 300wh, the battery is limited to 1 battery.
  6. Samsung Galaxy Note7 equipment, small lithium battery balance vehicle (such as type: unicycle, scooter, somatosensory vehicle, etc.) and related accessories are prohibited to be transported as hand luggage and checked baggage
  7. It is forbidden to transport confidential equipment such as insurance briefcase, cash box and cash bag containing lithium batteries and pyrotechnic devices.

According to the joint announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs of China dated 20 July 2020 , the regulations of boarding with negative nucleic acid test certificate for COVID-19 for passengers travelling to China are hereby notified as follows.

1. Chinese and foreign passengers who travelling to China by flight must complete the nucleic acid test within 5 days before boarding. The test should be carried out in an institution designated or approved by the Chinese embassy or consulate abroad.

2. Chinese passengers must take pictures and upload the negative nucleic acid test certificate through the Wechat mini program COVID-19 Prevention Health Code International Version.

3. Foreign passengers must apply to the Chinese Embassy or Consulate for a Health Declaration Forms with a negative nucleic acid test certificate.

4. If passengers who provide false certificates and information shall bear corresponding legal liabilities and passengers' itinerary will be blocked.

5. Please prepare your health codes or Forms before boarding. Passengers who do not meet the relevant requirements will not be able to board. If you need to process a refund or reschedule, please contact the original issuing place.

6. Travel to Belgium coming from third countries (= countries who are not part of the EU or the Schengen area): All non-essential travels are prohibited.

1. How do I know if I can enter Belgium?

The travel restrictions do not apply to:

a. Nationals of EU Member States and Schengen Member States (Iceland, Liechtenstein, Norway, Switzerland);

b. Family members - see article 2. 2) of directive 2004/38/CE - nationals of an EU Member State or Schengen Member State, provided they actually hold the documents required for entry into the territory and they can prove their status as family members via documentation;

一、 适用条件

㈠ 适用范围:在2020年6月15日(含)之前已购买且乘机日期为2020年6月14日(含)至2020年6月30日(含)的国内客票。

㈡ 适用航班:由海南航空/大新华航空实际承运的涉及北京进出港国内航班和海南航空/大新华航空为市场方的涉及北京进出港代码共享航班。

㈢ 适用票证:880、895国内票证以及使用非880、895票证互售的海南航空/大新华航空国内航班客票。

二、 客票处理规定

㈠ 客票有效期内退票

1、在航班起飞前已取消订座的客票,可至原购票地办理免费退票业务,不收取退票费。

2、在航班起飞前未取消订座的客票,依据原客票使用条件办理退票业务。

㈡ 客票有效期内变更航班

1、在航班起飞前已取消订座的客票,可免费变更至2020年7月15日(含)之前,同航线、同服务等级航班一次(如涉及跨服务等级变更,可免收变更手续费,但需补齐票款差额);如旅客再次提出变更申请,需在客票有效期内依据变更后客票使用条件办理。

2、办理免费变更业务地点:海南航空各直属售票处、呼叫中心所售客票可至原购票地办理;代理人所售客票,可至海南航空各直属售票处或呼叫中心办理。

3、海南航空官网客票办理退票业务时,旅客可自行在海南航空官网点击“其他原因”提交退票申请。

According to the requirements made in the Announcement (No. 2) of the Civil Aviation Administration of China, the Ministry of Foreign Affairs of the People’s Republic of China, the National Health Commission of the People’s Republic of China, the General Administration of Customs of the People’s Republic of China and the National Immigration Administration on the Entry of International Flights to Beijing from a Designated First Point of Entry, from 0:00 am on March 23, 2020 CST, ‘Hainan Airlines’ (HNA) international flights to Beijing will enter a designated first point of entry. As this change will greatly affect your journey, HNA provides you with the following options:

1. Passengers who need to undergo quarantine at the first point of entry city

(A) If the final destination of your ticket is the first point of entry city for your flight, you may discontinue your original itinerary after undergoing quarantine procedures, and apply for a refund for the remaining segments of the original ticket.

(B) If the final destination of your ticket is Beijing, you may travel to Beijing by re-selecting your transportation method after undergoing quarantine procedures. For segments where the original ticket journey is discontinued, if there is the flight from the first point of entry city to Beijing carried by Hainan Airlines, HNA will provide you with a free domestic flight ticket carried by HNA (from the start of the quarantine period to 7 days (included) after being released, passengers must contact the HNA booking office in the city where they first arrived to get their temporary ticket, then passengers must exchange the temporary ticket for a regular ticket and use it within 30 days),and the original ticket will be deemed to have been fully used; if HNA does not have a flight from the first entry point of entry city to Beijing, you can contact HNA booking office directly at the first entry point for reimbursement within 30 days after undergoing quarantine procedures with the ground public transport ticket (upper limit high-speed rail second-class seat) returning to Beijing within 7 days after undergoing quarantine procedures, and the original ticket will be deemed to have been fully used.

(C) If the final destination of your ticket is a city in another province, you may continue to travel after undergoing quarantine procedures, and HNA will offer a free change or a refund for the subsequent segment of the domestic flight on the original ticket or a free ticket of domestic flight carried by HNA.If you choose a free change, the subsequent segment of the domestic flight on the original ticket can be changed to the HNA operated direct flight or transfer flight from the city of the first point of entry to the final destination of your ticket. The changed flight must be within 30 days of the arrival date of the international flight to Beijing. If you choose to discontinue the subsequent segment of your journey, you may apply for a refund for the remaining segment on the original ticket. If you choose a free ticket of HNA’s domestic flight(same rule above), the original ticket will be deemed to have been fully used.

2. Passengers who meet boarding conditions in the first point of entry city and after being tested

(A) If the final destination of your ticket is the first point of entry city for your flight, you may discontinue your original itinerary, and apply for a refund for the remaining segment of the original ticket.


(B) If the final destination of your ticket is Beijing, please continue to board your original flight to Beijing.


(C) If the final destination of your ticket is a city in another province, you may continue with your original itinerary. If not, HNA will offer a free change for the subsequent segment of the domestic flight on the original ticket. In cases where a free change is made, the flight date of the original journey may be changed; on the premise that you confirm having met the requirements of the COVID-19 prevention and control policy of the first point of entry city, it can be changed to the HNA-operated direct flight or transfer flight from the first point of entry city to the final destination of your ticket. The changed flight must be within 30 days of the arrival date of the international flight to Beijing. If you choose to discontinue the subsequent segment of your journey, you may apply for a refund for the remaining segment on the original ticket.

b. Convenient endorsement: Free change within the same region, to other international/regional flights operated by HNA subsidiary airlines in mainland China

c. Free refund: involuntary change policy will be applied,no penalty fee charged.

2. Change, endorsement or refund must be requested prior to flight departure. Students who have cancelled their reservation records before the flight departs can apply for a free refund at the original place of purchase within the validity of the ticket.


2. Rebooking for domestic flights:


Students can change free of charge to the same route and service class once before 00:00 on April 1, 2020, with the student ID before the flight departs, free of ticket difference and change handling fee (You can waive the change handling fee when you change from a low service level to a high service level, but you need to pay the difference fare.). You can apply for a refund for the unused part of the ticket, and the refund fee will be waived within the validity period of the ticket.

5、Other special handling methods:

(1) All front-line medical staff who canceled their itinerary due to the coronavirus outbreak can apply for a free refund at the place where the ticket was originally purchased within the validity period of the ticket with a work permit and valid ID.

If a passenger requests flight change or rout change for the first time, within the validity period of the ticket, the passenger can be booked on a New Zealand Hainan Airlines -operated flight that departs before April 30, 2019 (included), with no flight change handling fee charged, and the passenger can be exempted from sub-class fare differences and seasonal fare differences. Passengers who request flight or rout change again or request change to a flight or rout that departs after May 1, 2019 (included) are subject to the conditions of use of ticket.

III. Refund

Passengers can also, within the validity period of the ticket, request a refund on ticket, with no refund handling fee charged.

In this circumstance, a new passenger ticket must be issued and the new ticket must be issued to a person whose name is identical to the name of the original traveler. In the event that changes are to be made to the new ticket, between the original airline and the current airline whichever airline's change regulations are stricter, those rules will prevail. Other changes such as changes between cabin classes or from low season to high season are also exempt from fees. Furthermore, any additional changes which take place after this will be handled as voluntary changes and will be charged accordingly.

IV. Refunds

With regards to flights between China and Sapporo which are either directly operated by Hainan Airlines or which are Hainan Airlines codeshares (inclusive of tickets sold on the basis of "no changes, no refunds, no transfers"), involuntary refunds will be processed free of charge during the original ticket's validity period.

On June 04, 2018 Hainan Airlines, Toronto Office celebrated Children's Day with an open house concept for parents and their children. More than 40 people including Hainan Airlines staff members and valued Frequent Flyers were present.

The theme of the event was Fly Your Dreams with Hainan Airlines. By noon, the office was full of smiling young children ranging from two years old to teenagers of second generation of Hainan Airlines staff, junior hockey players and children of our valued frequent flyers. Under the guidance of Hainan Airlines staff, the children and the parents alike learned about the eight (8) years of growth of Hainan Airlines Toronto-Beijing flight and took photographs with the Kung Fu Panda teddy bears and the aircraft model. They were also able to enhance their general knowledge of the aviation history. Some of the children participated in a talent show and each winner were rewarded with numerous prepared gifts.

Afterwards, the children and parents enjoyed a pizza, chips and cake for lunch to the delight of each child. Our media friends worked tirelessly throughout the event, taking wonderful pictures of the children and parents in order to retain a memorable souvenir of the event. By approximately 3:20 pm, Hainan Airlines Boeing 787 Dreamliner with more than 250 passengers on board landed at Toronto Pearson International Airport to the cheers and applause of the children which brought the event to its climax.

Towards the end of the gathering, Mr. Nick Zhu, General Manager of Toronto Office, thanked everyone for their participation and wished all children to be future flyers with Hainan Airlines. Throughout this great event, Hainan Airlines staff demonstrated the good working condition of Toronto Office by enriching the sense of belonging in a small knit family. It also reflected the excellent joie de vivre of Hainan Airlines overseas second generation to thrive and sustain the spirit of Hainan Airlines.

Starting June 5, 2018 (ticket issue date), a fuel surcharge will be introduced for domestic flights. The rates are as follows:

 

1. Adult passengers: 10 CNY per passenger for segments up to 800 km (inclusive), 10 CNY per passenger for segments over 800 km.

2. Children, disabled revolutionary veterans and former police officers disabled in the line of duty who are entitled to a 50% discount on the regular published fare as stipulated by the Civil Aviation Administration of China, will be charged half of the fuel surcharge. The surcharge will be waived if the passenger’s total payable surcharge is less than 10 CNY. Example: if the current fuel surcharge for adult passengers is 10 CNY per passenger, then the fuel surcharge for children, disabled revolutionary veterans and former police officers disabled in the line of duty will be zero CNY per passenger (5 CNY rounded down).

3. Infants charged 10% of the regular published adult fare are exempt from the fuel surcharge.

4. The fuel surcharge is applied on the original ticket issuing date. If the ticket is exchanged, the fuel surcharge will not be refunded.

Beginning July 1, 2017, Hainan Airlines' frequent flyer awards program, the Fortune Wings Club, will change the way it values accruals. Members will earn points based on ticket price and membership level instead of flight distance and class. The higher the price, the more points a member can earn. Elite members can earn a maximum of 80% bonus points.

Points earned from Fortune Wings Club affiliate flights, including Hainan Airlines, Grand China Air, Tianjin Airlines, Lucky Air, Capital Airlines, Fuzhou Airlines, Yangtze River Airlines, and Guangxi Beibu Gulf Airlines, will be based on the actual purchase price and membership level instead of class and flight distance. In addition to base ticket fares, airline surcharges will also be counted towards points accrual. For regular members, every RMB 10 in ticket fares or airline surcharges will earn ten Fortune Wings points; for Fortune Wings Club Select Card, Silver Card, Gold Card, and Platinum Card members, RMB 10 in ticket fares or surcharges can earn an additional one, three, six and eight points respectively. The higher the ticket price and membership level, the more points a member can earn. Up to 75,000 points can be earned for a single leg! If a Platinum Card member flew Hainan Airlines round-trip in business class from Shenzhen to Auckland, with a ticket fare and fuel surcharge totaling RMB 35,000, the member would accumulate 63,000 points, three times the number of points that would have been earned based on the original standard.

Points for flights on Fortune Wings Club partner airlines or for special tickets will still be awarded according to the purchased class and flight distance. Other rules pertaining to Fortune Wings elite membership qualification and maintenance remain unchanged. Base points and base segments will still be calculated based on class and flight distance, and they only serve as the basis for elite qualification and maintenance and cannot be used for redemption.

The Fortune Wings Club will also change the award ticket redemption method to reduce restrictions on both the number of award seats available and redemption standards. This new redemption method will provide more available seats at different redemption rates, and the points required for redemption will fluctuate with real ticket prices. The lower the price, the fewer points needed for redemption. Special promotions and discounts may also be used with award tickets. These changes will greatly improve the value and flexibility of Fortune Wings points.

The changes to earning award points is the first revision to the frequent flyer awards program since the Fortune Wings Club enhanced its frequent flyer system. According to Mr. Hou Wei, Senior Vice President, Sales and Marketing, of Hainan Airlines, these changes will be more reasonable for allocation of award points in order to provide a better experience for our most valuable customers. In the future, the Fortune Wings Club will continue to make improvements to be the most valuable frequent flyer reward program.

What is EVUS?
EVUS is an online system used by People’s Republic of China passport holders possessing a 10-year B1/B2, B1 or B2 (visitor) visa to periodically update basic biographic information in order to facilitate their travel, by land , air or water from any country, to the United States. The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) will begin requiring these travelers to have a valid EVUS enrollment before traveling to the United States starting on November 29, 2016. The U.S. Government expects that EVUS will apply to additional countries in the future.

What is an EVUS Enrollment?
An information update on EVUS is known as an enrollment. In addition to a valid visa, travelers will be required to complete an EVUS enrollment to be admitted to the United States. Enrollments generally last for two years or until the traveler’s maximum validity B visa or passport expires, whichever comes first. Chinese holders of 10-year B1/B2, B1 or B2 visas will need to update their information before traveling to the United States (if their two-year enrollment has expired), or when they get a new passport or a new maximum validity B visa.

How much does EVUS cost?
 CBP will not collect a fee for an EVUS enrollment when the website opens for early enrollments. CBP anticipates an EVUS enrollment fee will eventually be implemented, but there is currently no time frame for when the fee will be imposed. Until the fee is implemented, travelers can complete their EVUS enrollment without charge.

How long will it take to enroll?
Most travelers will spend 10-15 minutes to answer the questions and verify the information. After travelers submit their information, most responses will return within minutes, but some may take up to 72 hours.

What if I don’t enroll by November 29?
All Chinese nationals holding a 10-year B1/B2, B1 and B2 visa in a passport issued by the People’s Republic of China who plan to travel to the United States on or after November 29 will need to have a valid EVUS enrollment. Those traveling by air will not be able to obtain a boarding pass from the airlines without a successful EVUS enrollment. If arriving at a land or sea port of entry, the traveler will be required to have a valid EVUS enrollment before being admitted to the United States. Not enrolling in EVUS prior to departing for the United States may delay a traveler’s travel plans.
