Dear passengers,
From December 1, 2020, Chinese foreign passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests, and apply for a QR code with "HDC" mark to the Chinese Embassy or Consulate General in Canada within two days before boarding. The practice of boarding directly with the test certificate before is no longer applicable. The notice of specific requirements is as follows:
1. Time limit requirements
Nucleic acid testing and antibody testing, as well as applying for a green health code, must be completed in Canada 2 days before the passenger boarding, subject to the sampling time. For example, if you accept testing and sampling on December 1, the boarding time of the flight should be no later than December 3.
2. Testing institutions
Passengers can be tested at any testing sites, hospitals, pharmacies and other institutions recognized by the Canadian Health Department.Due to different local conditions, the two tests can be handled in the same institution or in different institutions. Please consult the local health department for details. Please confirm the qualification of the testing institution in advance and meet the requirements of the testing time limit. At present, the embassy and consulate in Canada have confirmed the list of some testing institutions. Please refer to the official website of the Embassy of the people's Republic of China in Canada.
3. Inspection requirements
(1) Direct to China. Personnel who take direct flight from Canada to China, including transit passengers from Canada, shall complete sampling and testing of nucleic acid and serum IgM antibody at the testing institution approved by Canadian health department within 2 days before boarding.
Please note: As Canadian airports cannot provide testing, passengers outside of Canada are requested to avoid connecting flights to China in Canada. Canada is still implementing entry restrictions, and there are risks of detention and repatriation due to transit.
(2) Transfer to China via a third country. Transit passengers to China to a third country. Taking into account that the transit airports of many countries do not have the testing conditions, in order to avoid staying in transit places and reduce the risk of infection during the journey, in principle, embassies and consulates in Canada will not issue green health codes for passengers departing from Canada and transiting to China via a third country. . Please choose a direct flight to China.
4、 Application method of health code
(1) Chinese passengers
Chinese citizens should, after obtaining the negative certificate of nucleic acid detection and negative detection of serum IgM antibody, select the area where the testing institution is located by scanning the two-dimensional code of the international version of wechat small program of epidemic prevention health code (see Annex 1), declare the personal situation and upload the negative certificate of nucleic acid detection and negative detection of serum IgM antibody. Both certificates are indispensable! After the examination and approval of the Consulate General of the Chinese Embassy and consulate general, the parties can obtain the green health code with "HS" sign (see Annex 2 for the style).
(2) Foreign passengers
Foreign passengers shall scan the two-dimensional code of international version of epidemic prevention health code (see Annex 3) or directly visit the web page after obtaining the negative certificate of nucleic acid detection and negative detection of serum IgM antibody( https://hrhk.cs.mfa.gov.cn/H5/ ). After registration and login, select the area where the testing institution is located, declare personal situation and upload the negative certificate of nucleic acid detection and serum IgM antibody detection negative certificate. Both certificates are indispensable! After the examination and approval of the Consulate General of the Chinese Embassy and consulate general, the parties can obtain the green health code with the "HDC" sign (see Annex 4 for the style).
5. Special reminders
(1) Airlines will be strictly checked and will not be able to board without green health codes. If the forged test certificate endangers other people or public health and safety, it shall bear corresponding legal responsibilities according to law.
(2) Please adhere to the principle of "unnecessary, not travelling". If cross-border travel is really necessary, please try to isolate at home after the completion of the test and sampling, and do not go out at will and do not participate in various aggregation activities; if it is necessary to go out, it is necessary to strengthen the epidemic prevention measures. If there are suspected symptoms before boarding, please cancel the trip and check for medical treatment in time.
(3) Please apply for health code as early as possible before boarding. The Chinese Embassy and consulate general will approve the health code, including weekends and holidays, as soon as possible after receiving the test report.
