Dear Passengers,

To further control the spread of COVID-19, as from 20 May 2022, the Embassy of China in Belgium (hereinafter referred to as “the Embassy”) will adopt new testing and HDC QR code application requirements for China-bound foreign passengers.

Attention: This notice is for foreign passengers only. If you are a passenger with Chinese nationality, please read the Chinese version of this notice (http://be.china-embassy.gov.cn/chn/sghd/202205/t20220519_10688769.htm). Some of the following requirements may not apply to you.


(1) “48/12 hours before boarding” should be calculated on the planned departure time of a flight from Belgium; “48/12 hours before departing” should be calculated on the actual departure time from Belgium to a third country by land. The calculation shall be accurate to the minute. Any test taken earlier than the required time is not valid.

(2) Double RT-PCR tests mean tests at two different testing institutions or two tests using different reagents at one testing institution within 48 hours before boarding in/departing Belgium, and at least one of the tests must be sampled within 12 hours before boarding/departure.

(3) The testing report must contain: the testing method of RT-PCR, the sampling method of nasopharyngeal swab, the result (negative or positive), the sampling time (accurate to the minute), personal information (name, date of birth, passport number, etc.), and testing institution information (name, address, contact, signature or stamp, etc.)


2. Requirements for China-bound Passengers Departing from Belgium

When direct flights from Belgium to China are operating normally, China-bound passengers departing from Belgium must take the direct flights and shall not transit from a third country. Passengers departing from Belgium and transiting via a third country will not be able to obtain the HDC QR code from the Embassy.

If direct flights from Belgium to China are under suspension, China-bound passengers departing from Belgium can transit via a third country. Before departure, the passenger must obtain the HDC QR code issued by the Embassy. The Embassy issues the code only to passengers transiting once and whose transit time is no longer than three days.


3. Requirements for China-bound Passengers Departing from a Third Country and Transiting via Belgium.

China-bound passengers planning to depart from a third country cannot transit via Belgium if there are direct flights in the third country. As for whether there are direct flights or whether you can transit via Belgium, please refer to the Chinese embassy/consulate in the third country. For passengers with the HDC QR Code for transit issued by the Chinese embassy/consulate in their departing country, please follow the requirements to apply for the HDC QR code from the Embassy.


4.Additional Requirements for Passengers Previously Infected, Close Contacts or Passengers with Suspected Symptoms.

Passengers previously infected: passengers who were diagnosed as COVID-19 patients or whose PCR, IgM or IgN test result was positive (excluding those whose IgM or IgN test was positive due to vaccination).

Close contacts: passengers who have close contact with suspected cases or confirmed cases starting from 2 days before they develop symptoms, or passengers who have close contact with asymptomatic cases starting from 2 days before their sampling.

Passengers with suspected symptoms: passengers with symptoms such as fever, cough and diarrhea in the past 14 days, or passengers who have been denied boarding due to high body temperature and other suspected symptoms.


(1) For China-bound passengers departing from Belgium that fall into the aforementioned three categories, please follow the instructions.


A.Passengers previously infected

Step one: recovery confirmation. Please submit two negative RT-PCR tests issued by Belgian medical institutions. The sampling times shall be at least 24 hours apart, later than the time of your positive test, and within 72 hours of submission. Please send the materials needed to blslbjj@163.com. The Embassy will determine whether to approve by email.

Step two: quarantine and health monitoring. After being approved by the Embassy, please go under a 14-day self-quarantine and fill in the Personal Health Monitoring Form (see annex).

Step three: pre-boarding testing. After the 14-day self-quarantine, please take tests and apply for the HDC QR code following the instructions in Table II. When applying, please submit the Personal Health Monitoring Form and screenshot of the approving email.


B.Close contacts

Please go under a 14-day self-quarantine and fill in the Personal Health Monitoring Form as soon as possible after the date of the last close contact. Please take RT-PCR tests on the 1st, 4th and 7th day of quarantine. If all the results are negative, please apply for the HDC QR code following instructions in Table II. When applying, please submit the aforementioned test results and your Personal Health Monitoring Form. If you are tested positive during quarantine, please follow instructions for passengers previously infected.


C.Passengers with suspected symptoms

Please go under a 14-day quarantine and fill in the Personal Health Monitoring Form. Take RT-PCR tests on the 1st, 4th and 7th day of quarantine. If all the results are negative, you can apply for the HDC QR code. When applying, please submit the aforementioned test results and your Personal Health Monitoring Form. If you are tested positive during quarantine, please follow instructions for passengers previously infected.

(2) For China-bound passengers departing from a third country and transiting via Belgium that fall into the aforementioned three categories, please follow the requirements.

A. For passengers who are infected, become close contacts or develop suspected symptoms in the country of departure, please follow the instructions of the Chinese embassy/consulate there when applying for the HDC QR code. After obtaining the code, you can travel to Belgium for transit following instructions in Table III.

B. For passengers who are infected, become close contacts or develop suspected symptoms while transiting in Belgium, please return to your country of departure directly or after quarantine in accordance with COVID protocols in Belgium. You are recommended to report to the Chinese embassy/consulate there immediately after return and follow their instructions. After obtaining the HDC QR code again, please follow instructions in Table III when coming to Belgium and apply HDC QR code from the Embassy.


5. Testing Institutions

The Embassy does not designate institutions. You can choose any qualified institution in Belgium. It is learned that Belgian institutions such as Synlab, MCH and AML can perform such tests. Given the different appointment procedures, working hours and testing time of different institutions, please confirm beforehand all test-related details to avoid the risk of missing your flight.


6. Where to Apply

Please visit https://hrhk.cs.mfa.gov.cn/H5/ by computer or phone to apply. You can also scan the QR code below to access the website. After being approved by the Embassy, you will obtain a green Health Declaration Certificate with “HDC” mark which is needed when boarding.

  原18、19、20号廊桥区域旅客通过扶梯上一层到达行李提取厅,后续流程同上。

二、退改规定

㈠ 客票变更:

在客票有效期内免费办理变更航班日期一次, 可免费改期至2022年6月30日前原航班(包括原客票规则不允许改期的客票),变更费、舱位差额和淡旺季差额均免除;再次改期、退票按自愿变更原则,根据客票适用条件办理。

㈡ 退票:在客票有效期内,旅客可至原购票渠道办理未使用客票的非自愿退票业务,不收取退票费。

㈢ 变更、退票均需航班起飞前取消订座座位或提出申请,已办理完客票变更、退票的旅客不适用本规定。

三、其他

持里程兑换免票的旅客同样适用此规定。

In view of recent rapid increase of imported COVID-19 infection cases from Canada, new prevention measure is taken to reduce risks and protect the health and safety of all passengers.

Starting from January 14, 2022, All passengers who are to fly from Canada to China directly will be required to take an additional nucleic acid test 7 days before boarding. This means the additional nucleic acid test must be done on January 7, 2022 before boarding on January 14, 2022. All passengers are required to Self isolate except for taking the second nucleic acid test and IgM anti-body test within 2 days before boarding, and necessary transit flight after the first additional test. All passengers are also required to monitor 7 days personal health status after the first additional test. All test certificates and personal health monitoring form (Please click here) shall be uploaded while applying for a QR code with "HDC" mark to the Chinese Embassy or Consulate General in Canada.

根据比利时政府最新要求,12周岁(含)以上非比利时常驻居民(持比利时签发D类申根签证或各类比利时居留卡公民)从中国出发入境比利时必须提供落地前72小时以内采样的PCR报告。始发站将进行查验以确保旅客符合要求,否则需予以拒载。现将最新比利时入境要求更新如下:

1、12周岁(含)以上非比利时常驻居民(持比利时签发D类申根签证或各类比利时居留卡公民)从中国出发入境比利时必须提供落地前72小时以内采样的PCR报告。PCR报告需以纸质或电子版形式呈现并可以随时出示,所有检测报告检测人姓名必须与护照或居留卡上一致(英文),注明出生日期、采样日期、样本检测结果日期、报告签发日期,须使用英文版或其他比利时官方语言(法语/荷兰语/德语),检测结果必须为阴性,采样需在离境航班起飞前72小时内完成。官方仅承认PCR检测方式,且PCR字样需标注在报告上,不建议旅客采取中文检测报告+翻译文件的形式,有被拒绝入境风险。纯中文版检测报告不予认可,样本须由旅客始发国指定机构完成。

2、如旅客经布鲁塞尔中转至非申根国家且持有转机机票,则无需提交落地前72小时内核酸检测阴性证明;如目的国要求提供核酸检测阴性证明,则需按照目的国相应要求在始发站提供,在比利时机场不可能进行临时检测。 如旅客经布鲁塞尔中转至申根国家,需先在比利时入境,则需按照要求提交落地前72小时内核酸检测阴性证明。

3、12周岁(含)以上非比利时常驻居民(持比利时签发D类申根签证或各类比利时居留卡公民)将不再允许使用欧盟认可的疫苗接种证明代替核酸报告,比利时常驻居民可继续使用欧盟认可的疫苗接种证明成行。目前欧盟认可的疫苗为BioNTech and Pfizer(辉瑞)、Moderna(莫德纳), AstraZeneca(阿斯利康)、Janssen Pharmaceutica NV(强生),相关更新及详细信息请点击此处查询参考。   

4、无论旅客是否需要在布鲁塞尔入境均需要填写Passenger Location Form,目前按照比利时移民局要求,必须填写电子版并妥善保存报告,旅客可在计划出行日期前180天完成填写。

Dear Passengers,



As announced by the Government of Canada, as of October 30, 2021 all travellers 12 years and 4 months of age and older that are departing a Canadian Airport, for travel within Canada or abroad, must be fully vaccinated in order to enter the restricted area of an airport and subsequently to board their flight, with limited exceptions.


To be considered fully vaccinated, you must have been vaccinated with one of the Public Health Agency of Canada’s approved vaccine regimens. Please refer to the official website of Public Health Agency of Canada for more information.


Proof of vaccination will be required during your travel journey, so be sure to have your documentation readily available. The documentation can be digital or in a paper form; however, you are encouraged to have a paper copy as a back-up to your digital proof. If you do not have proof of vaccination, you risk being denied boarding.


Transition period: from October 30 through November 29, there is a short transition period when travellers who don’t qualify as fully vaccinated will be able to travel if they can show a valid COVID-19 molecular test taken within 72 hours of travel.

Starting November 30, 2021 at 03:01 a.m. EST, vaccination will be required for travel within and out of Canada. A valid COIVD-19 molecular will only be accepted for limited exceptions


If your proof of vaccination is not in English or French, you need a certified translation in English or French. Your certified translation must include the stamp or membership number

of a professional translation association. Travellers who knowingly provide false or misleading information may be subject to a monetary penalty. Please visit the travel.gc.ca/ website for more details.


At the same time, all travellers must continue to comply with the following policies:


Starting from 1 December, 2020, all passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests, and apply for a QR code with "HS" or "HDC" mark to the Chinese Embassy or Consulate General in Canada within two days before boarding.

二、机上餐饮

1、低风险地区所在城市出港航班

⑴ 恢复实际飞行时间超过90分钟以上餐点航班热餐供应及饮品服务;

⑵ 恢复旅客餐食预订、周转类餐具使用;

⑶ 继续暂停食用冰块、冷菜及冷荤供应。

2、中高风险地区所在城市出港航班

暂停餐饮服务,涉及城市将根据国家政务服务平台发布数据动态更新。

三、机上服务

        At present, the global situation of the COVID-19 epidemic is still complicated and severe. In order to further improve the prevention and control of the epidemic, in accordance with relevant domestic regulations, starting from September 6, 2021 (Monday), the Embassy in Belgium will adjust the health code application requirements for certain personnel coming from Belgium to China, as follows:

1. Persons with a history of previous infections

        A person with a history of previous infection refers to a person who has been diagnosed with new coronavirus pneumonia or has not been diagnosed but has tested positive for any of nucleic acid, IgM antibodies, and IgG antibodies (except for positive IgM and IgG antibodies caused by the COVID-19 virus vaccine).

        After the relevant personnel recover from illness, they need to provide a lung CT or X-ray diagnosis certificate issued by a local medical institution (pregnant women may not provide this certificate) and a negative certificate for 2 nucleic acid tests. The test must be completed within 72 hours and the sampling time between the two nucleic acid tests must be more than 24 hours apart. Relevant reports should be sent to the mailbox of the Embassy in Belgium blslbjj@163.com for pre-review. After the pre-review is passed, a 14-day isolation management and health monitoring will be carried out, and the "Self Health Monitoring Form" will be filled in. If there is no abnormal situation during the period of isolation and health monitoring, you can apply for a health code with the "double negative" certificate of nucleic acid and IgM antibody within 48 hours before boarding.

2. People who have been vaccinated

        You should provide a formal vaccination certificate issued by the relevant domestic authorities or a clear photo of the European digital covid certificate (European digital covid certificate) when applying for the health code for the embassy to verify. If you cannot provide it, please download and fill in the "COVID-19 Vaccination Statement" and upload it to the mini program together with other materials. Persons vaccinated with non-inactivated vaccines must upload a serum IgM antibody test report against N protein, and the report must indicate "SARS CoV-2 anti-N Ab" or other relevant labels that reflect N protein testing. At present, the institutions recognized by the embassy for N protein antibody testing include MCH, LBS, CHR CITADELLE, and so on.

        You can apply for a health code only 14 days after completing the entire vaccination process. Persons who have not completed all doses of 2 or 3 doses of vaccine, or persons who have completed 2 doses of inactivated vaccine within the same day, shall be deemed to have not been vaccinated.

3. Persons in close contact with patients

        Persons who are in close contact with confirmed cases, suspected cases, and asymptomatic infections should be quarantined and monitored for 14 days from the last contact with no effective protection, and fill out the "Self-Health Monitoring Form". Nucleic acid tests are performed on the first 1, 4, and 7 days of the monitoring period, and the results are all negative before the health code can be applied.

4. Temporary business personnel

        Temporary business personnel returning to China from Belgium must complete at least 14 days of isolation closed-loop management in Belgium when applying for the health code, and the relevant company shall issue an isolation management commitment letter.

5. Landing crew

        The crew to China who landed in Belgium must undergo nucleic acid and serum IgM antibody tests after landing. After obtaining a "double negative" result, they shall undergo isolation closed-loop management for at least 14 days, and the shipping company shall issue a letter of isolation management commitment. The "dual inspection" after the crew has landed and the "dual inspection" before the departure should be completed in two different inspection institutions, and different inspection points of the same inspection institution are not regarded as different inspection institutions.

6. Special Reminder

        (1) All passengers who intend to depart from a third country and transit to China via Belgium must confirm in advance that they can return to the country of origin from Belgium. Passengers who cannot return to the country of origin may face detention risks and economic losses if they test positive during the transit period, become a close contact, or have suspected symptoms, and they are responsible for the consequences.

        (2) It is recommended that passengers who really need to go to China fully assess the risk of the epidemic and travel costs, and arrange their itinerary to China after the flight resumes, and try to avoid cross-border transfers to China. According to the latest requirements of the Canadian government, from 0:00 (EST) January 7, 2021 , passengers entering Canada on civil aviation (5 years of age or older) must present a 72-hour proof of a negative COVID-19 molecular test result to the airline. According to the latest work requirements of the Belgian government, from December 25th, all non-residents coming to Belgium from a red zone must present a negative PCR test result dating back less than 72 hours. Passengers will be checked at the departure airport to ensure that they have a nucleic acid report that meets the requirements, otherwise they will be refused. The latest entry requirements for Belgium are as follows:

1. Passengers entering Belgium (including passengers transiting to other countries), if they are 12 years old and above, are not of Belgian nationality, do not have a Belgian long-term residence card (C and D Schengen visas are not counted as long-term residence, and currently only approved by Belgium is issued Residence card), a PCR test report not more than 72 hours before arriving in Belgium is required. From December 1, 2020, Chinese foreign passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests, and apply for a QR code with "HDC" mark to the Chinese Embassy or Consulate General in Canada within two days before boarding. The practice of boarding directly with the test certificate before is no longer applicable. The notice of specific requirements is as follows:

1. Time limit requirements

Nucleic acid testing and antibody testing, as well as applying for a green health code, must be completed in Canada 2 days before the passenger boarding, subject to the sampling time. For example, if you accept testing and sampling on December 1, the boarding time of the flight should be no later than December 3.

2. Testing institutions

Passengers can be tested at any testing sites, hospitals, pharmacies and other institutions recognized by the Canadian Health Department.Due to different local conditions, the two tests can be handled in the same institution or in different institutions. Please consult the local health department for details. Please confirm the qualification of the testing institution in advance and meet the requirements of the testing time limit. 3. Inspection requirements

(1) Direct to China. Personnel who take direct flight from Canada to China, including transit passengers from Canada, shall complete sampling and testing of nucleic acid and serum IgM antibody at the testing institution approved by Canadian health department within 2 days before boarding.

Please note: As Canadian airports cannot provide testing, passengers outside of Canada are requested to avoid connecting flights to China in Canada. Canada is still implementing entry restrictions, and there are risks of detention and repatriation due to transit.

(2) Transfer to China via a third country. Transit passengers to China to a third country. Taking into account that the transit airports of many countries do not have the testing conditions, in order to avoid staying in transit places and reduce the risk of infection during the journey, in principle, embassies and consulates in Canada will not issue green health codes for passengers departing from Canada and transiting to China via a third country. . Please choose a direct flight to China.

4、 Application method of health code

(1) Chinese passengers

5. Special reminders

(1) Airlines will be strictly checked and will not be able to board without green health codes. If the forged test certificate endangers other people or public health and safety, it shall bear corresponding legal responsibilities according to law.

(2) Please adhere to the principle of "unnecessary, not travelling". If cross-border travel is really necessary, please try to isolate at home after the completion of the test and sampling, and do not go out at will and do not participate in various aggregation activities; if it is necessary to go out, it is necessary to strengthen the epidemic prevention measures.   In view of the new situation of double coronavirus detection in China and the notice of the Chinese Embassy on October 31, passengers who are going to China for the detection of double coronavirus antibody and serum antibody should be confirmed according to the notice of the Chinese Embassy on October 31.

  1. In order to reduce cross-border transmission of Covid-19, starting from 7 November, 2020, all Chinese and foreign passengers who are to fly from Canada to China will be required to take nucleic acid and IgM anti-body tests within two days before boarding, and provide certificates of negative results of both tests.

  2. All passengers going to China via direct flights must take nucleic acid and IgM anti-body tests within two days before boarding. The Chinese Embassy and Consulates in Canada accept test results issued by any medical institution, hospital, or pharmacy recognized by the Canadian public health authorities. If the certificates are electronic ones, please print them out and bring them with you for check-in. The airlines will strictly check the certificates and keep it for record.

  3. All passengers going to China via direct flights must take nucleic acid and IgM anti-body tests within two days before boarding. The Chinese Embassy and Consulates in Canada accept test results issued by any medical institution, hospital, or pharmacy recognized by the Canadian public health authorities. If the certificates are electronic ones, please print them out and bring them with you for check-in. The airlines will strictly check the certificates and keep it for record. As the airports in Canada are unable to provide testing, passengers from outside Canada are requested not to transfer to China in Canada. Canada is still implementing immigration restrictions, and there are risks of detention and repatriation due to transit.

  4. For passengers departing from Canada and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested passengers departing from Canada for China take direct flights after conducting the required tests locally. If you really need to transfer to China via a third country, please be sure to understand the entry regulations, epidemic prevention and testing requirements, and make full preparations in advance to prevent detention. For specific requirements and how to apply for the green health code with "HS" logo or the green two-dimensional code of health status statement with "HDC" logo in the local area, please directly log in to the official website of the Chinese embassy or consulate.

  5. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.

According to the notice of the Chinese Embassy in the Kingdom of Belgium "Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results" on October 29, it has updated and clarified the requirements and methods for passengers of Belgian flights to China for boarding with double-negative certificates of new coronavirus nucleic acid test and serum antibody test. The specific requirements are as follows:

I. Starting from November 5th, 2020 (Thursday), all Chinese and foreign passengers who are to fly from Belgium to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark or a certified health declaration form before boarding the flight.

II. Passengers traveling to China via direct flights must, within 48 hours before boarding, conduct the sampling and tesing of a nucleic acid test and a IgM anti-body test at qualified medical institutions in Belgium. After receiving the certificates for negative test results for both the nucleic acid and the anti-body test, passengers may present the test reports to the Embassy of China in Belgium to apply for a green health code with the "HS" mark or a certified health declaration form.

III. For passengers departing from a third country and traveling to China via Belgium, as the transit area at Brussels Airport is not yet equipped for conducting nuceic rapid tests and the anti-body tests for transit passengers, and passengers of Chinese nationality are not permitted for entering Belgium border unless in humanitarian circumstances, it is recommended that passengers bounding for China avoid transiting via Belgium. If one must take a connecting flight in Belgium and head for China, please make sure beforehand that you will be allowed for border entry in Belgium. It is also advisable to learn in advance the quarantine, testing requirements and other health measures that the Belgian government has put in place in the corona times. After entering into Belgium, please follow the procedure as detailed in "I" and apply to the Embassy for a green health code with the "HS" mark or a certified health declaration form. If one transits via Belgium without fulfilling the boarding requirements, one faces substantial possibilities of being stranded at the airport, and even repatriation to the place of departure.

IV. For passengers departing from Belgium and planning to travel to China via a third country, as many transit airports do not have testing facilities, to avoid being stranded, and reduce transmission risks during long-haul international traveling, it is suggested passengers departing from Belgium for China take direct flights after conducting the required tests locally. Starting from November 5th, the Embassy of China in Belgium in principle will no longer accept application for health code or health declaration form of those passengers that start their journey in Belgium and travel to China via a connecting third country.

V. The Embassy of China in Belgium does not designate medical institutions for the nucleic acid and IgM anti-body tests for the time being. Passengers may choose the local qualified institutions which could issue the results quickly for the tests. The validity period of the green health code or the health declaration form is calculated from the sampling time. Please check with the medical institutions in advance, and make arrangements for the timing to take the tests, so that your itinerary will not be affected. Please check the official website of the Chinese Embassy in Belgium for information on specific information.

VI. Failure to obtain the green health code with the "HS" mark or a certified health declaration form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.
