I. General


Hainan Airlines Holding Company Limited (hereinafter referred to as Hainan Airlines) provides passenger air travel services to destinations throughout China and around the world, including Canada.

Hainan Airlines is committed to providing accessible and inclusive air travel for all passengers. The airline continuously works to identify, remove, and prevent accessibility barriers for passengers with disabilities, with the goal of delivering a safe, comfortable, and dignified travel experience.

In 2014, the Civil Aviation Administration of China (hereinafter referred to as the "CAAC") issued the Measures for the Administration of Air Transport for Persons with Disabilities to protect the legitimate rights and interests of persons with disabilities during air transportation. These measures establish requirements for the provision of air transportation and related services to persons with disabilities, ensuring equal access to air travel based on the principles of safety, privacy protection, and respect for personal dignity. Hainan Airlines complies with the CAAC's regulatory requirements, as well as all other applicable regulations relating to the transportation of persons with disabilities in the jurisdictions where it operates. The provisions of Part 2 of Canada's Accessible Transportation for Persons with Disabilities Regulations apply to Hainan Airlines' flights to and from Canada.

This Accessibility Plan has been prepared in accordance with the Accessible Canada Act, the Accessible Canada Regulations, and the Accessible Transportation Planning and Reporting Regulations. The accessibility principles set out in section 6 of the Accessible Canada Act are as follows:

1.all persons must be treated with dignity regardless of their disabilities;

2.all persons must have the same opportunity to make for themselves the lives that they are able and wish to have regardless of their disabilities;

3.all persons must have barrier-free access to full and equal participation in society, regardless of their disabilities;

4.all persons must have meaningful options and be free to make their own choices, with support if they desire, regardless of their disabilities;

5.laws, policies, programs, services and structures must take into account the disabilities of persons, the different ways that persons interact with their environments and the multiple and intersecting forms of marginalization and discrimination faced by persons;

6.persons with disabilities must be involved in the development and design of laws, policies, programs, services and structures.

II. Information and Communication Technologies (ICT)


Hainan Airlines leverages information and communication technologies to improve accessibility across the passenger journey. Accessibility features are incorporated into the Company's website, mobile application, airport services, and onboard information systems.


Public announcements in airport terminals are provided through both audio and visual formats wherever available. Onboard safety briefings include spoken narration, subtitles, and sign language to ensure that essential safety information is accessible to passengers who are deaf, hard of hearing, blind, or partially sighted.


During the 2026–2029 planning period, Hainan Airlines will:


  • Continue enhancing the accessibility of its official website and mobile application by improving page layouts, navigation, text readability, colour contrast, and compatibility with assistive technologies.

  • Streamline the online special assistance request process, allowing passengers to submit accessibility-related service requests more efficiently during booking and prior to travel.

  • Continue evaluating digital services against recognized accessibility standards and implement improvements where operationally feasible.


III. Communication (Other than ICT)


Hainan Airlines is committed to providing accessible communication across all customer service channels, including in-person, telephone, and written communications. Employees are expected to communicate with passengers in a clear, respectful, patient, and professional manner while recognizing the diverse communication needs of persons with disabilities.


To support this commitment, Hainan Airlines will:


Staff Training


Continue providing regular accessibility awareness and communication training for airport customer service personnel, contact centre representatives, and cabin crew.


Training programs will emphasize:


  • respectful and inclusive communication;

  • protecting passenger privacy and dignity;

  • providing appropriate assistance during boarding, deplaning, and in-flight services; and

  • understanding the diverse needs of passengers with disabilities.


Sensory and Cognitive Support


Strengthen communication practices to better support passengers who are:


  • deaf or hard of hearing;

  • blind or partially sighted;

  • living with speech disabilities; or

  • living with cognitive or intellectual disabilities.


Visual Information


Where airport facilities permit, complement verbal announcements with visual flight information displays to help ensure passengers receive timely travel information in multiple formats.


Alternative Formats


Continue improving procedures to provide important travel information in accessible formats, including written or other non-digital formats, upon request and where operationally feasible.


In-Flight Communication


Expand and regularly update onboard communication resources, including communication cards incorporating universally recognized symbols, to facilitate more effective communication between cabin crew and passengers with disabilities.


IV. Procurement of Goods, Services, and Facilities


Hainan Airlines incorporates accessibility into the procurement of goods, services, facilities, and operational equipment. Where appropriate, accessibility requirements are considered during the planning, evaluation, and procurement process to help identify and remove barriers before implementation.


Hainan Airlines will:


  • Where practical, consider feedback from persons with disabilities or accessibility experts when planning significant customer-facing purchases or service improvements.

  • Maintain onboard wheelchairs and other accessibility equipment through regular procurement, inspection, and maintenance.

  • Work with contracted service providers to incorporate accessibility requirements into service delivery.

  • Monitor service quality and compliance with applicable accessibility standards.


V. Design and Delivery of Programs and Services


Hainan Airlines offers a range of assistance services designed to meet individual needs while continually improving service delivery based on passenger feedback and evolving accessibility standards.


Accessibility Services


Hainan Airlines provides a variety of accessibility services, including:


  • Wheelchair Assistance: Ground, boarding, and onboard wheelchair services to assist passengers throughout their journey, where operationally available.

  • Mobility Aids: Manual and powered wheelchairs and other mobility aids are accepted free of charge in accordance with applicable regulations and do not count toward the standard baggage allowance, subject to safety requirements.

  • Service Animals: Qualified service dogs are accepted for travel in accordance with applicable regulations, supported by established documentation and seating procedures.

  • Care More Program: Personalized assistance for passengers requiring additional support, including seniors, children, pregnant passengers, and passengers with reduced mobility. Assistance is available throughout the travel journey, including check-in, security screening (where applicable), boarding, deplaning, and baggage claim.


Service Coordination


Hainan Airlines maintains procedures to communicate passengers' accessibility requirements among reservation, airport, ground handling, gate, and cabin service teams to help ensure consistent assistance throughout the journey.


Individualized Safety Briefings


Where appropriate, cabin crew provide individualized safety briefings tailored to passengers' mobility, sensory, or cognitive needs while respecting their privacy and dignity.


VI. Transportation


Hainan Airlines collaborates with airport authorities and contracted service providers to help ensure that passengers with disabilities receive accessible ground services throughout their journey. The airline will continue working with ground transportation and ground handling providers to incorporate accessibility considerations into service delivery, include accessibility requirements in relevant procurement and service agreements where appropriate, and monitor service performance to support compliance with applicable accessibility standards.


VII. Built Environment


Hainan Airlines collaborates with airport authorities and contracted service providers to support accessible facilities and services at airports served in Canada and other international locations.


At Toronto Pearson International Airport (YYZ) and Vancouver International Airport (YVR), Hainan Airlines works with its ground handling provider to provide assistance services for passengers with disabilities, including wheelchair assistance, escort services, assistance during check-in, security screening, boarding, and connections, as well as the handling of mobility aids and assistive devices.


Hainan Airlines will continue to work with airport partners and service providers to improve accessibility by supporting:


  • Accessible passenger movement throughout terminals, including clear signage, wayfinding assistance, and accessible paths of travel.

  • Availability of accessibility equipment, including airport wheelchairs, electric carts, and onboard cabin wheelchairs.

  • Accessible boarding and deplaning procedures, including appropriate assistance equipment and procedures for passengers requiring mobility support.

  • Aaintenance and inspection of onboard accessibility equipment to ensure it remains safe and functional.


At Beijing Capital International Airport (PEK) and Shenzhen Bao’an International Airport (SZX), Hainan Airlines continues to coordinate with airport authorities to support accessible terminal facilities and passenger services, including accessible service counters, improved passenger information systems, and other measures designed to reduce barriers for passengers with disabilities.


VIII. Provisions of CTA Accessibility-Related Regulations


Hainan Airlines is subject to the relevant provisions of Part 2 – Service Requirements Applicable to Carriers, of the Accessible Transportation for Persons with disabilities Regulations ("ATPDR", SOR/2019-244).


IX. Consultations


During the preparation of this Accessibility Plan, Hainan Airlines conducted consultations with relevant internal departments, service teams, and passengers with disabilities to better understand accessibility needs, identify existing barriers, and improve service delivery.


In October 2025, Hainan Airlines conducted an internal accessibility review involving representatives from the Service Standards Department and relevant operational teams. The review focused on evaluating existing accessibility procedures and aligning service standards with evolving industry practices. Based on the review findings, Hainan Airlines updated its service procedures for passengers travelling with service dogs through the issuance of the Notification of Transport Requirements for Service Dogs (Guide Dogs, Hearing Dogs and Autism Assistance Dogs) [2025] No.133, which simplified procedures and improved travel arrangements for passengers requiring service animals.


In May 2026, Hainan Airlines conducted targeted accessibility service interviews with passengers with disabilities to collect feedback on the travel experience at Vancouver International Airport (YVR) and Toronto Pearson International Airport (YYZ) during boarding and deplaning procedures. Feedback identified areas for improvement, including the availability of accessibility equipment, consistency of assistance services, and the importance of protecting passenger dignity and providing appropriate emotional support during service interactions.


Based on this feedback, Hainan Airlines implemented improvements, including:


  • Optimizing assistance service procedures for passengers with disabilities;

  • Increasing the availability of onboard wheelchairs and accessibility equipment;

  • Enhancing boarding assistance procedures, including the use of lifting equipment where required at Shenzhen Bao’an International Airport (SZX);

  • Adding training content on privacy protection, dignity, psychological support, and communication skills for passengers with reduced mobility to mandatory training programs for ground handling staff and cabin crew.


Hainan Airlines will continue to collect and review accessibility-related feedback through customer service channels and operational teams. Accessibility feedback, inquiries, and complaints will be reviewed regularly to identify opportunities for improvement and enhance accessibility services.


During the 2026–2029 period, Hainan Airlines will continue exploring opportunities to strengthen consultation mechanisms, including engagement with persons with disabilities, disability organizations, and accessibility experts, to ensure future accessibility initiatives reflect the needs and experiences of the disability community.

Hainan Airlines has been dedicated to ensuring that air travel is accessible to all of its customers, continually working to identify, remove and prevent barriers to accessibility for passengers with disabilities, and consistently striving to ensure that all passengers can have a pleasant air travel experience.

II. Information and communication technologies ("ICT")


Hainan Airlines strives to use information and communication technologies, such as its website and the Hainan Airlines APP, to enhance accessibility for is customers. In order to identify, remove and prevent barriers in the accessibility of the information and communication technologies it uses, Hainan Airlines will:

1.review digital accessibility guidelines, including Web Content Accessibility Guidelines, and conduct an assessment of the Hainan Airlines website to identify and prioritize opportunities for improvement in its accessibility;

2.investigate ways of enhancing the accessibility of the Hainan Airlines APP to enable passengers to easily buy tickets and get detailed flight information including boarding times, gate & baggage information, and flight delays;

3.ensure Hainan Airlines website and APP made available to the public are accessible to all persons, including persons using adaptive technology;

4.collect and review passenger feedback to identify barriers and make improvements to existing Hainan Airlines website and APP.


III. Communication, other than ICT


Hainan Airlines recognizes the importance of identifying and addressing barriers in how it and its agents communicate with customers, including those who are in need of assistance due to hearing, language, and vision-related requirements. Hainan Airlines offers special assistance services for passengers with hearing and/or visual impairments that can be requested through its website, on the Hainan Airlines APP, or by telephone. Hainan Airlines also strives to ensure that its personnel receive appropriate training so that they are equipped to respectfully communicate information to passengers using diverse and accessible methods.

1. Hainan Airlines will work to update and improve its training programs for customer-facing employees, including regarding disability awareness and methods of communicating with passengers with disabilities.

2. Hainan Airlines will also investigate ways of increasing awareness of the special assistance services it offers, including for its passengers with hearing and/or visual impairments.


IV. Procurement of goods, services, and facilities


Hainan Airlines seeks to ensure that accessibility requirements and considerations are incorporated into its procurement policies and procedures wherever possible.

Hainan Airlines will regularly review its procurement policies and procedures and consider relevant feedback it receives from passengers with disabilities with a view to ensuring that accessibility considerations are integrated into its all of its procurement activities, whether these relate to the purchase of aircraft or contracting with third party service providers. At this moment, Hainan Airlines offers cabin wheelchair services on all our wide-body aircrafts for both international and domestic flights.

Hainan Airlines will also seek out opportunities to collaborate with its third party vendors and suppliers to find ways of enhancing how accessibility considerations can be incorporated into the procurement of goods and services, especially those that will be used by, or to provide assistance to, persons with disabilities.


V. Design and delivery of programs and services


Hainan Airlines has launched the "CARE MORE PROJECT" to assist passengers with disabilities, including wheelchair service; relating to the transportation of wheelchairs and other assistive devices and mobility aids; carriage of service dogs; and special assistance services for passengers with hearing and/or visual impairments. To better serve our passengers, Hainan Airlines has introduced the "HNA 48 Hours/24 Hours/60 Minutes" service programs, available for requests up to 48 hours/24 hours/60 minutes prior to departure, offering boarding assistance to passengers with disabilities. Hainan Airlines' crewmembers and other frontline staffs receive recurrent specialized training to enable them to meet the needs of passengers with different kinds of disability who travel with Hainan Airlines.

1. Hainan Airlines will review the design of "CARE MORE PROJECT" & "HNA 48 Hours/24 Hours/60 Minutes" service programs for passengers with disabilities for opportunities to ensure it is up-to-date with best practices.

2. Hainan Airlines will consult passengers with disabilities, including through the review of feedback, to identify ways in which its employee training programs relating to the provision of special services for passengers with disabilities can be improved.


VI. Transportation


Hainan Airlines recognizes the importance of ensuring that transportation services to and from the airport terminals from which it operates flights are as accessible to all of its passengers as possible.

Hainan Airlines is committed to providing essential services for passengers requiring wheelchairs when traveling by air. At airports that meet the necessary requirements, Hainan Airlines' ground service personnel or/and service providers that has agreements or arrangements with offer wheelchair assistance to passengers during check-in, security checks, and arrival at the boarding gate.


VII. Built Environment


Hainan Airlines understands the need to make its aircraft are as accessible as possible for all of its passengers. All aircraft operated by Hainan Airlines feature seats with movable armrests, facilitating the accessibility of its seats for passengers with reduced mobility. In addition, accessible toilets are available on all aircraft used to operate Hainan Airlines' flights to and from Canada.

Where possible, Hainan Airlines will collaborate with airport authorities to identify opportunities to institute improvements in the accessibility of the terminals from which it operates.


VIII. Provisions of CTA Accessibility-Related Regulations


Hainan Airlines is subject to the relevant provisions of Part 2 – Service Requirements Applicable to Carriers, of the Accessible Transportation for Persons with disabilities Regulations ("ATPDR", SOR/2019-244).


IX. Consultations


In preparing its Accessibility Plan, Hainan Airlines consulted via questionnaire with individuals with disabilities who have traveled onboard Hainan Airlines. The questionnaire collected feedback on reservation, ticketing, check-in, embarking, onboard travel, disembarking, and baggage claiming services provided by Hainan Airlines, and aimed to evaluate whether the services provided by Hainan Airlines can meet the needs of persons with disabilities. After fully analyzing the feedback of the questionnaire, Hainan Airlines incorporated seating arrangements, advanced check-in procedures, and dedicated assistance into its plan to further facilitate the travel of persons with disabilities and improve the accessibility of Hainan Airlines’ services. Discussions with employees from Service Standard Department also be carried out by Hainan Airlines frequently in order to update its service standard from time to time.


Hainan Airlines also conducts quarterly feedback questionnaire with employees in departments with responsibility for, and considerable experience in, serving passengers with disabilities to identify areas of training that employees feel they may need to continue to support passengers with disabilities. All feedback is tracked, trended, and reported to senior management on a quarterly basis with actions to address identified barriers.


Hainan Airlines will schedule meetings with the following Chinese Disability groups over the next three years to maintain effective communication with relevant organizations and federations representing persons with disabilities. Face to face interviews, virtual as well as group feedback sessions will be carried out accordingly.
